Role Summary:

The Capital Program at NYCEDC is tasked with directing New York City's capital budget investments into design and construction initiatives that promote economic growth. Our team comprises design and construction experts, administrative personnel, and project support analysts who collaborate to enhance the City's infrastructure, facilities, and public amenities. We aim to bolster the City's competitive edge through a diverse range of municipal construction projects.

A Project Director (PD) within the Capital Program Department will oversee a portfolio of 6-10 active capital projects, collectively valued at approximately $100 million. Reporting to a Vice President in the department, the Project Director will manage all facets of design and construction for multiple projects on behalf of NYCEDC and various City agencies. Project types encompass waterfront development, building construction, major infrastructure, and public spaces. This role is pivotal in identifying and mitigating risks associated with complex construction projects by implementing effective project controls, while also striving for increased equity and inclusion through MWDBE participation.

Key Responsibilities:

  • Design & Construction Management:
    • Oversee all stages of project development, including procurement of architectural, engineering, and construction teams; conducting assessments of existing conditions; programming and feasibility studies; budgeting; maintaining project timelines; and managing regulatory submissions and permitting for project completion.
    • Build and maintain strong relationships with senior staff and external stakeholders.
    • Ensure project objectives are met regarding scope, budget, and timelines.
    • Adopt a risk-based management strategy for project delivery, identifying and mitigating potential risks effectively.
    • Collaborate with team members and supervisors to develop and implement solutions to complex challenges.
    • Influence project teams directly to achieve desired results.
    • Navigate regulatory and approval processes to maintain project momentum.
    • Establish and nurture effective working relationships with consultants and agency officials.
    • Stay informed on emerging trends in design and construction.
  • Interdepartmental Coordination:
    • Facilitate collaboration among various departments at NYCEDC to apply relevant expertise as needed.
    • Contribute to the creation of new innovations, processes, and standards.
    • Interpret and apply NYCEDC policies and procedures accurately.
    • Communicate effectively and inclusively across all organizational levels.
    • Address sensitive and complex issues credibly.
    • Perform additional duties as assigned.

Qualifications:

  • Bachelor's degree or equivalent, preferably in Engineering, Architecture, Landscape Architecture, Urban Planning, or a related field.
  • Preference for candidates pursuing professional registration (PE, RA, RLA, AICP, CUD, CCM, PMP).
  • 5-7 years of relevant experience in architecture, construction, real estate development, or a related field.
  • Proven experience guiding projects from inception to completion is highly preferred.
  • Strong skills in relationship management, communication, and presentation.
  • Familiarity with construction, building management, and maintenance software is preferred.
