About the Role

The USAID Bureau for Humanitarian Assistance (USAID/BHA) is undertaking a comprehensive review of the Food Aid and Food Security Assessment (FAFSA-3). This assessment will evaluate qualitative and quantitative data from various resilience food security activity (RFSA) stakeholders and documentation from RFSA activities conducted from 2016 to 2021. The primary objective of this review is to document the accomplishments of USAID's RFSA initiatives, identifying successful strategies, areas needing improvement, and recommendations for enhanced effectiveness aligned with BHA's Mission and ER4 Strategic framework.

Dexis is seeking a Strategy and Process Evaluation Specialist to support the Technical Assistance Project for Economic Growth (TAP-EG). This role involves reviewing the integration and sequencing of RFSA programs as part of the FAFSA-3 assessment. The consultant will evaluate how BHA programming has synergized with other USAID initiatives, the inclusion of sustainability planning, and the collaborative approaches employed across various programs.

Key Responsibilities

  • Lead the evaluation of BHA's program portfolio from 2016 to 2021, focusing on the integration and sequencing of initiatives during the FAFSA-3 review.
  • Collaborate with the FAFSA-3 team and USAID stakeholders to assess BHA's programmatic strategies, particularly regarding sustainability, prioritization, and leveraging opportunities with other USAID and USG agency programs.
  • Analyze BHA's programmatic approaches, including theories of change and sustainability planning, to identify benefits and challenges in RFSA design and execution.
  • Examine co-located RFSAs and other USG investments in resilience zones to understand their mutual benefits in achieving outcomes and enhancing resilience.
  • Evaluate adherence to BHA's short- and long-term strategies.
  • Assess the efficiency and effectiveness of BHA's process and strategy implementation, providing actionable recommendations for improvement.
  • Offer expertise on various tasks as directed by the Team Leader or BHA Activity Manager.
  • Participate in field data collection, note-taking, and data analysis.
  • Engage in all meetings, presentations, and briefings with USAID counterparts.

Qualifications

  • Bachelor's degree in a relevant discipline.
  • Master's degree in social sciences, organizational development, or business administration is preferred.
  • A minimum of fifteen (15) years of specialized experience in strategy or organizational development, ideally related to RFSA/BHA programming.
  • In-depth knowledge of BHA strategies, policies, and procedures.
  • Professional proficiency in spoken and written English.
  • Strong communication skills, both written and verbal.
  • Extensive knowledge of skills development and capacity-building strategies.
  • Exceptional interpersonal, written, and verbal communication abilities.
  • Excellent leadership and collaboration skills.
  • Outstanding analytical and time-management capabilities.
