Key Responsibilities

The selected candidate will serve as the Aquatic Structures Engineer, acting as the project engineer responsible for the survey, design, and construction oversight of Aquatic Organism Passage (AOP) structures, as well as significant road culverts and bridges. The individual will be recognized as an authority in fish passage design and major culvert engineering. Responsibilities include conducting site assessments, preparing engineering design documents and specifications, and overseeing construction contracts. Additionally, the engineer will manage Architect-Engineer (A/E) designs and evaluate designs submitted by other engineering professionals.

As the Civil Engineer in this role, you will:

  • Demonstrate the capability to manage multiple projects independently while collaborating with interdisciplinary teams during project development.
  • Act as the Construction Officer Representative (COR) for major architectural design and construction initiatives, obtaining a FAC-COR Level II certification for construction within the first year.
  • Conduct project site surveys, develop topographical maps, utilize AutoCAD for design and construction plan preparation, and manage construction specifications and contracts.
  • Collaborate directly with national engineering teams for project reviews and consultations.
  • Provide expert consultation on fish passage design, culvert engineering, and related documentation to district and field offices for maintenance and construction planning. Conduct training sessions for managers, engineers, and specialists in various disciplines to familiarize them with engineering and facility management policies affecting their areas of responsibility.

  • The incumbent must obtain and maintain a Contracting Officer Representative (COR) II certification.
  • A valid professional engineering license is required.

Qualifications

To qualify for the Civil Engineer position, candidates must meet one of the Basic Educational Requirements and the Additional Qualification Requirements outlined below:

Basic Education Requirement for the 0810 Series (must meet one of the following):

  • A. Completion of a full 4-year course of study leading to a bachelor's or higher degree in Engineering from an ABET-accredited institution.
  • B. Completion of a full 4-year course of study in Engineering that included advanced calculus and coursework in five of the following seven areas: statics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical fields, and properties of materials.
  • C. Completion of 60 semester hours in physical, mathematical, and engineering sciences, including the courses specified in B.
  • D. Completion of a curriculum leading to a bachelor's degree in a relevant scientific field with at least one year of professional engineering experience under supervision.
  • E. Successful completion of the Fundamentals of Engineering (FE) examination or equivalent.
  • F. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE).

Additional Qualification Requirement:

Candidates must possess one year of specialized experience comparable to the GS-12 level in the Federal service, which includes:

  • Providing engineering analysis and recommendations to leadership and professionals.
  • Conducting technical reviews of engineering designs and documents.
  • Managing construction management policies and practices.
  • Performing engineering surveys and inspections for compliance with project requirements.
