Key Responsibilities

The selected candidate will function as the Aquatic Structures Engineer, overseeing projects related to the design and construction of Aquatic Organism Passage (AOP) structures, including significant road culverts and bridges. The role requires expertise in fish passage and culvert design. Responsibilities include conducting site assessments, generating engineering design documents, and managing construction contracts. The engineer will also supervise Architect-Engineer (A/E) designs and evaluate submissions from other engineering professionals.

As the Civil Engineer in this role, you will:

  • Demonstrate the capability to handle multiple projects independently while collaborating with interdisciplinary teams throughout project phases.
  • Act as the Construction Officer Representative (COR) for major architectural and construction initiatives, obtaining a FAC-COR Level II certification within the first year if not already possessed.
  • Conduct project site surveys, create topographical maps, utilize AutoCAD for design and construction plan preparation, and manage project specifications and contracts.
  • Collaborate with national engineering teams for project assessments and consultations.
  • Provide expert advice on fish passage design, culvert specifications, and related engineering documentation to district and field offices, facilitating training for managers and engineers on engineering policies relevant to their operations.

Qualifications

To qualify for the Civil Engineer position, candidates must meet the Basic Educational Requirement and the Additional Qualification Requirement outlined below.

Basic Education Requirement for the 0810 Series:

  • A. Completion of a full 4-year engineering degree from an ABET-accredited institution.
  • B. A 4-year engineering degree including advanced calculus and coursework in five of the following seven areas: statics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical circuits, and materials science.
  • C. Completion of 60 semester hours in physical, mathematical, and engineering sciences, including the specified courses in B.
  • D. A degree in a relevant scientific field with one year of professional engineering experience under supervision.
  • E. Passing the Fundamentals of Engineering (FE) examination or equivalent.
  • F. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).

Additional Qualification Requirement:

Specialized Experience: Candidates must possess one year of specialized experience comparable to the GS-12 level in the Federal service, including:

  • Providing engineering analysis and recommendations to leadership.
  • Conducting technical reviews of engineering designs and documents.
  • Managing construction management policies in relevant engineering fields.
  • Performing engineering surveys and inspections for compliance with project specifications.
