Municipal Engineering Specialist

Salary Range: starting $72,196 - $95,409 (Dependent on Qualifications)

The City Engineer is responsible for executing advanced analytical civil engineering tasks, providing both office and field support for various municipal projects, including subdivisions, floodplain management, bridges, water distribution, and stormwater drainage. This role ensures adherence to State and Federal regulations, City ordinances, design standards, and other relevant criteria.

• Offers managerial guidance on engineering matters within the municipality.
• Manages projects and ensures quality assurance for the construction of public works initiatives.
• Supervises assigned projects to guarantee contractor compliance with timelines and budget constraints.
• Maintains and updates maps, databases, and comprehensive plans related to sanitary sewer, water, storm drainage, bridges, and streets.
• Oversees the engineering library and infrastructure records, including city plans, maps, and traffic counts.
• Reviews and inspects various permits related to utility excavation and street usage.
• Assists in assessing transportation and traffic impacts of development proposals and prepares necessary studies and reports.
• Enforces municipal ordinances regarding public street usage, including excavation permits.
• Prepares and manages budget requests for the division.
• Administers the Flood Plain Development Ordinance and the Sidewalk Replacement Program.
• Investigates citizen complaints regarding stormwater drainage issues.
• Coordinates with other agencies on projects within city limits.
• Applies for and manages grants for capital improvement projects.
• Acts as the City’s Traffic Engineer.
• Conducts necessary drainage and construction surveys.
• Oversees the Sewer Lateral Program.
• Facilitates planning activities on behalf of the City.
• Determines applicable codes and regulations for assigned projects.
• Develops and coordinates engineering plans and specifications, manages bidding processes, and evaluates bids based on established criteria.
• Maintains and updates public works standards and as-built records.
• Reviews development plans for compliance with regulations and standards.
• Communicates on behalf of the Department regarding engineering matters.
• Advises City Council and other commissions on engineering issues.
• Responds to public inquiries regarding engineering policies and specific projects.
• Evaluates municipal public works issues and provides recommendations.
• Participates in public discussions about various City projects.
• Maintains regular communication with consulting engineers and relevant agencies.
• Provides technical support to the Mayor and other departments as required.
• Serves as an ex-officio member of various committees.
• Represents the City on public works matters in area-wide committees.
• Performs additional duties as assigned.

Education: Bachelor’s degree in Civil Engineering from an accredited institution.

Experience: Minimum of two years of progressively responsible experience in civil engineering.

Licenses and Certifications: Registration as an Engineer Intern in Missouri is required; a Professional Engineer license is preferred. A valid driver’s license is necessary, and obtaining a Certified Flood Plain Manager designation is required.
