General Summary:

The DOT Compliance Manager oversees the entire process for DOT-regulated personnel, from initial onboarding and adherence to regulations to ongoing retention efforts. This role includes managing driver orientation, training, and ensuring compliance with DOT and FMCSA standards. The manager will work closely with employees to guarantee compliance with all applicable local, state, and federal laws, as well as company policies. This position is also responsible for coordinating the preparation and submission of regulatory documents.

Key Responsibilities:

  • Evaluate, monitor, and analyze driver compliance and non-compliance issues, addressing them promptly.
  • Conduct tasks related to:
    • Driver Qualifications – including Medical Cards/Physicals, CDL, and Annual Driving Records.
    • Compliance with DOT regulations and Hazmat training relevant to the industry.
    • Driver Records – processing applications, required documents, and compliance with CSA and MVR standards.
  • Develop and engage in a comprehensive onboarding program to help new hires assimilate into the company culture.
  • Perform regular audits of drivers and their supervisors to ensure compliance and productivity through fleet management software.
  • Ensure electronic logs are maintained in accordance with DOT regulations.
  • Establish and manage processes for auditing and correcting Driver Logs, including electronic records.
  • Monitor and support the enforcement of DOT and FMCSA regulations.
  • Facilitate proactive communication and training for drivers regarding the implications of the company's CSA score.
  • Oversee random drug screening processes and manage the renewal of drivers' licenses and medical cards, ensuring timely receipt and review of results.
  • Build and maintain strong relationships with management and key stakeholders to foster trust and ensure compliance.
  • Assist in managing internal and external compliance reporting, providing guidance, conducting investigations, and overseeing ongoing education programs.
  • Issue and manage fleet cards for drivers and company-owned vehicles.
  • Coordinate with insurance carriers for Certificates of Insurance.
  • Process and manage driver accident claims, maintaining records and collaborating with adjusters.
  • Maintain records of roadside inspections and citations.
  • Manage the Safety Management System (SMS) to ensure accurate records.
  • Calculate and file quarterly fuel taxes in a timely manner.
  • File Heavy Vehicle Use Tax annually and for newly acquired trucks.
  • Conduct MCS-150 filing and renewals biennially.
  • Validate and process billing for background checks, drug testing, and physicals.
  • Act as the point of contact for uniforms and related billing across locations.
  • Supervise service agents, including third-party administrators and medical review officers.
  • Participate in safety audits, investigations, and inspections as assigned by management.

Position Requirements:

  • Minimum of 5 years of experience in transportation compliance.
  • In-depth knowledge of FMCSA and DOT regulations, including hours of service (HOS) rules and electronic logs.
  • Familiarity with federal and state traffic laws and tractor/trailer equipment requirements.
  • Proactive, goal-oriented individual capable of independent decision-making.
  • Experience with fleet management software; familiarity with Samsara is a plus.
  • Self-starter with initiative and independent thinking capabilities.
  • Ability to define processes and procedures and initiate tasks as required.
  • Maintain high levels of integrity and confidentiality regarding company information.

Working Environment:

This position is primarily performed in a controlled office environment, requiring the ability to work under pressure and interact with a diverse population, including employees, customers, and vendors. The role involves prolonged periods of sitting and using standard office equipment.
