Summary of Responsibilities
Eastern Oregon University (EOU) is in search of a dynamic and innovative Chief Financial Officer for Academic Affairs (CFOAA). The CFOAA will lead the financial, budgeting, and accounting functions of the institution, promoting transparency and accountability across all operations. This role encompasses oversight of various divisions, including information technology, student financial services, human resources, campus development, and safety protocols.
The CFOAA will be an integral part of a leadership team dedicated to enhancing student success. EOU, recognized as Oregon's Rural University, is situated in a picturesque setting and offers a wide array of academic programs, including online and on-campus options, catering to diverse student needs.
The CFOAA serves as the principal officer for financial and administrative matters, reporting directly to the President and participating in the president's cabinet. This position is pivotal in maintaining the fiscal integrity of the institution, ensuring alignment with its mission and strategic objectives. The CFOAA will supervise several director-level positions and their respective teams in areas such as business operations, facilities management, safety, human resources, and financial aid.
Key Responsibilities
In the realm of financial management:
- Direct and coordinate the formulation of the institution's operating budget, incorporating state funding and tuition revenues.
- Oversee budgetary compliance and expenditure monitoring for auxiliary and self-supporting operations.
- Ensure comprehensive accounting practices and fiscal controls are in place to maintain accountability and transparency of institutional funds.
- Manage the stewardship of capital assets and the overall condition of campus facilities.
- Guide the development of campus master plans and oversee the execution of facility improvements.
- Coordinate capital budget requests and manage construction contracts.
- Collaborate with IT leadership to ensure strategic planning and implementation of current and emerging technologies.
- Facilitate communication between IT staff and stakeholders to address needs and complete projects effectively.
- Lead the planning and execution of safety measures to ensure a secure environment for all campus constituents.
- Ensure compliance with relevant health and safety regulations.
- Enhance financial aid practices to support student retention and success while adhering to regulatory requirements.
- Ensure compliance with employment laws and university policies.
- Support workforce planning and talent acquisition strategies.
- Review and authorize all university contracts, ensuring appropriate legal oversight.
- Oversee the creation and integration of financial and administrative policies, collaborating with the President and Board of Trustees.
- A master's degree in finance, accounting, business administration, or a related field.
- A minimum of ten years of progressive experience in finance roles, with expertise in financial modeling and management.
- Five years of experience in fund accounting and financial reporting.
- Demonstrated management experience with strong communication and problem-solving skills.
- Successful completion of a criminal background check is required.
- Experience in higher education finance and administration.
- A strategic thinker with a hands-on approach to leadership.
- Proven ability to navigate the complexities of the higher education landscape.
