COMPLIANCE MANAGER

Location: Los Angeles (100% On-Site)


Position Overview:

We are in search of a Compliance Manager to oversee the internal audit processes and the Quality Assurance Unit, ensuring alignment with the strategic objectives of the Agency. This role involves coordinating, implementing, and monitoring the complete audit cycle, which includes risk management, control management, financial reliability, and adherence to all contractual obligations, directives, and regulatory standards in collaboration with Quality Assurance personnel and internal audit consultants. The Manager will play a pivotal role in supporting the Agency to establish and uphold best practices to mitigate risks and ensure compliance with contracts and grants. Additionally, this position collaborates closely with the Chief Compliance Officer to formulate the Agency's annual audit strategy.


Key Responsibilities:

  • Oversee the system that promotes compliance with program, fiscal, and administrative contracts, while evaluating the effectiveness of internal controls and providing recommendations for improvement.
  • Identify, develop, and document compliance issues within the Agency, ensuring thorough investigation, reporting, and resolution of these issues.
  • Assist management in coordinating external monitoring reviews and conducting program self-assessments, addressing any compliance-related concerns.
  • Communicate findings from external contract monitoring reviews and internal audit projects through written reports and presentations to the Executive Office, Compliance Committee, and Audit Committee of the Board of Directors.
  • Provide oversight and leadership to the Quality Assurance Unit, ensuring internal policies and procedures align with the Agency's risk management goals and strategic initiatives.
  • Manage the engagement of internal audit consultants and oversee the fulfillment of their deliverables.
  • Offer technical assistance and education regarding compliance with program regulations, rules, and bulletins.
  • Foster productive relationships with staff through individual interactions and group meetings.

Qualifications:

  • A minimum of five (5) years of experience in contract compliance, grant monitoring, or internal auditing, with at least three (3) years in a nonprofit or government-funded organization. Supervisory experience of three (3) years or more is preferred. Familiarity with child care subsidies or Head Start programs is advantageous.
  • A Bachelor's degree from an accredited institution is required; a graduate degree in business administration, public administration, or a related field is preferred.
  • Significant experience with compliance monitoring for County, State, or Federally funded programs is essential.
  • Strong analytical and problem-solving skills are required.
  • Ability to maintain confidentiality, objectivity, and impartiality.
  • Excellent project management capabilities are necessary.
  • Strong interpersonal skills with the ability to communicate effectively and confidently.
