Key Responsibilities- Support Budget Preparation and Defense: Collaborate with our clients to prepare and defend budgets, ensuring accurate and timely submission.
- Analyze Planning, Scheduling, and Management Data: Utilize your analytical skills to maintain and analyze planning, scheduling, and management data, providing insights to inform decision-making.
- Develop Acquisition Strategies: Study, analyze, and provide recommendations on requirements, acquisition strategies, program documentation, and program phase transition plans.
- Provide Honest Broker Assessments: Offer unbiased assessments of programs approaching milestone decisions and prime contractor technical and operational issues.
- Research and Analyze Program Trends: Identify issues and recommend solutions to optimize program performance.
- Make Recommendations on Funding Allocation: Provide guidance on the allocation of funding, establishment of program goals, objectives, and schedules, and formulation of program direction.
- Track Compliance with Program Direction: Monitor compliance with stated program direction and identify issues that require attention.
- Identify and Research Programmatic Issues: Analyze tradeoffs in terms of required capabilities, costs, and schedules, and provide recommendations to optimize program performance.
- Review and Evaluate Acquisition Policies: Review and provide recommendations on existing and proposed acquisition policies and implementation.
- Monitor National and DoD Policies: Evaluate the impact of national, DoD, JCS, and civil government policies and activities that affect our clients' acquisition programs and capability areas.
- Maintain Historical Documentation: Maintain historical documentation and develop summary documents, briefings, and training materials.
- Provide Quick-Reaction Analyses: Offer short-notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, Major Air Command (MAJCOM), North Atlantic Treaty Organization (NATO), coalition, or bi-lateral activities.
- Prepare PPBE Documentation: Prepare Planning, Programming, Budgeting, and Execution (PPBE) documentation to ensure accurate articulation of current programs.
- Support HAF Review Process: Collaborate with our clients to support the HAF review process, including Air Force Requirements Oversight Council (AFROCs), Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs), Congressional cycle, Acquisition Strategy Panels (ASPs), Air Force Review Board (AFRBs), Configuration Steering Board (CSB), Government Accountability Office (GAO) reports, etc.
- Review and Document MDR and FOIA Requests: Review and document Mandatory Declassification Review (MDR) and Freedom of Information Act (FOIA) requests.
- Monitor Ongoing Studies and Analyses: Monitor ongoing studies, analyses, and developmental work relevant to weapon systems.
- Support Program-Specific Efforts: Collaborate with our clients to support program-specific efforts, including Concept of Operations (CONOPS) development, Capability Development Documents (CDD), Capability Production Documents (CPD), Information Exchange Requirements (IER), and requirements working groups.
- Review and Provide Data for Legislative Hearings: Review and provide data to assist in preparation for legislative hearings, program documentation, briefing packages, and read-ahead, Congressional staffer visits, and other events to ensure an integrated and consistent client position in response to Congressional questions, issues, and requests for information on assigned programs/portfolio.
- Active TS Clearance with SCI Eligibility: Possess an active TS clearance with SCI eligibility.
- Master's Degree in Business, Finance, or Engineering: Hold a Master's degree in a Business, Finance, or Engineering discipline.
- 10 Years of Acquisition Experience: Possess a total of 10 years of acquisition experience in a System Program Office and/or Air Force Headquarters.
- DoD PPBE Process Experience: Have experience with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including development of budget documentation and familiarity with analyzing budget execution.
- MS Office Skills: Possess proficiency in MS Word, MS Excel, and MS PowerPoint.
- 12 Years of Relevant Work Experience: 12 years of relevant work experience may be substituted for a Master's degree.
- BA/BS Degree plus 8 Years of Relevant Work Experience: A BA/BS degree plus 8 years of relevant work experience may be substituted for a Master's degree.
