Position Overview:

The role of Communications Surveillance Specialist is pivotal in the design, development, management, and technical support of Electronic Communications Surveillance systems utilized by the Compliance department within a Financial Firm. These systems are essential for reviewing employee communications to mitigate both reputational and regulatory risks associated with the organization. The Compliance Surveillance Technology team collaborates closely with various departments, including Compliance, Legal, and Information Technology, providing team members with opportunities to engage with cutting-edge surveillance technologies and contribute to the overall success of the business.

Key Responsibilities:

Client Engagement:

  • Utilize extensive technical knowledge in communication surveillance to ensure the availability of necessary technologies, tools, processes, and documentation to meet monitoring objectives and regulatory requirements.
  • Implement the engineering strategy concerning the integration of tools and the automation of build, test, release, and configuration activities across all relevant technologies and systems.
  • Ensure that solutions operationally integrate with appropriate enterprise tools and processes as part of automated/self-service application, platform, or infrastructure releases.
  • Collaborate with partners across technology to leverage an in-depth understanding of business needs and identify synergies across various areas.
  • Act as a subject matter expert and lead innovator for the programs and services under management.
  • Work with other teams to establish best practices for engineering and management.
  • Engage with vendor platform providers and engineering peers to stay informed about trends, products, frameworks, and applications.
  • Identify and manage stakeholder engagement and impacts across the organization.
  • Interpret client needs, assess engineering-related requirements, and propose solutions to non-standard requests.

Organizational Impact:

  • Apply best practices and knowledge of internal and external business issues to enhance products or services.
  • Monitor and manage costs within the scope of work.
  • May interact with governance and control groups (e.g., regulatory, operational risk, compliance, and audit) to provide expertise and consult on risk-related issues concerning engineering technology and tools.
  • May assist in the negotiation of third-party contracts and agreements.
  • Maintain awareness of external developments, engineering innovations, and market conditions and their implications.
  • Proactively identify emerging technologies and innovative solutions to strengthen Communication Surveillance capabilities.

  • Continuously enhance knowledge and expertise while staying current with industry trends, new technologies, and best practices that can improve client solutions.
  • Prioritize and manage workload effectively to deliver quality results within established timelines.

Scope of Responsibilities:

  • Provide ongoing support to end-users to ensure successful adoption and efficiency of systems.
  • Configure applications to meet specific requirements and ensure data quality and completeness.
  • Train end-users on application usage and data interpretation.
  • Coordinate with other business and technology teams to assess and manage risks and follow up on issues identified during communication reviews.
  • Possess in-depth knowledge of data strategy, governance, and integration principles.
  • Prepare metrics and reports related to the applicability and effectiveness of the program.
  • Ensure compliance with Service Level Agreements (SLAs).
  • Familiarity with Behavox, Smarsh, Global Relay, Theta Lake, and Mobius vendor solutions is essential.
  • Troubleshoot issues using established tools and procedures; escalate as necessary.
  • Execute scheduled maintenance routines in accordance with standard procedures.
  • Document procedures, architectural designs, and testing methodologies.
  • Basic knowledge of cybersecurity principles is beneficial.

Qualifications:

  • A university or post-graduate technical degree (e.g., computer science, engineering).
  • A minimum of 3 years of relevant experience in Communication Surveillance within a large global financial institution.
  • Experience with cloud technologies and architectures.
  • Familiarity with various electronic communication platforms and data types.
  • Experience with analytical concepts (e.g., databases, indexes, lexicons, scenarios, and models).
  • Basic scripting experience related to data types and interfaces (e.g., XML, CSV, EML, API) is a plus.
