  • Accountable for the strategic planning, implementation, execution, and assessment of a comprehensive program/project that includes a series of interconnected subprograms or related activities.
  • Manages financial, operational, administrative, and human resources aspects of the program; identifies and cultivates external funding opportunities, acts as the primary representative and liaison with external stakeholders on operational issues, and offers daily technical and professional leadership as necessary.
  • A Bachelor’s Degree in IT Management or a comparable field is essential.
  • Requires over 7 years of experience in managing Data Centers.
  • Must adapt to evolving COTS systems influenced by technological advancements and governmental requirements.
  • Responsible for the installation and maintenance of infrastructure components, including servers, routers, switches, hubs, modems, and encryption devices, along with their respective operating systems and necessary updates.
  • Adhere to established timelines, completing all installations from planning and cable fabrication to equipment staging and integration of client/server network technologies.
  • Implement software updates and patches as sanctioned by the Change Management Process.
  • Apply DISA STIGs across all networks and provide completed DISA STIG CKL files upon completion of actions.
  • Exhibit strong written, verbal, and presentation skills.
  • Must possess a SECRET security clearance.
  • Oversee Data Center operations at both the primary and alternate sites.

Core Responsibilities:

  • Assist in the formulation of both short-term and long-term IT strategies by pinpointing specific technological solutions and opportunities for technology refresh to fulfill mission objectives.
  • Support the development and management of the Lifecycle Management Plan.
  • Employ agile methodologies in all modifications, releases, and initiatives.
  • Supervise the planning, prototyping, and testing of proposed server and workstation configurations prior to deployment.
  • Manage the installation, relocation, and final configuration of servers and workstations.
  • Coordinate implementation schedules with relevant stakeholders.
  • Submit Change Requests for all actions as per Change Management Policies.
  • Provide acceptance criteria and testing summaries for Government-Owned and Contractor-Operated designated equipment.
  • Oversee user acceptance, performance, accessibility, security, and system testing.
  • Prepare pre-deployment release notes, documentation, records, and artifacts for updates and archival in the change management repository.
  • Review issues and known errors identified during development/testing and collaborate with local divisions to determine solutions and disseminate information.
  • Define release plans that encompass rollout strategies, production support, and delineation of roles and responsibilities for each action.
  • Manage the deployment of all approved changes, urgent upgrades, and enhancements of GFE, COTS, and GOTS systems.
  • Supervise the development of network infrastructure designs, data flow diagrams, bandwidth analysis, ensure IA compliance, and conduct impact assessments and network surveys.
  • Provide resource support for network troubleshooting in collaboration with the Network Owner, application installation, integration, and system performance.
  • Analyze, identify, and report all network-related issues.
  • Ensure future solution implementations adhere to compatibility and interoperability standards while optimizing network performance.
  • Deliver local and remote technical support, including pre-deployment assessments, system diagrams, and coordination of external support.
  • Evaluate the implications of proposed changes on hardware, software, operations, and personnel, providing trade-off analyses of alternative designs.
  • Document benchmarks, milestones, and test results, offering guidance for implementation documentation.
  • Conduct bandwidth optimization and performance analyses.
  • Perform market research to identify emerging technologies and advancements, submitting findings for review and approval.
  • Utilize automated government routing systems, providing test plans for government review and approval prior to project initiation.
  • Develop comprehensive test reports detailing application overviews, testing scopes, metrics, and recommendations.
  • Conduct quality assurance planning and testing of all products before delivery.
  • Oversee fielding, integration, and testing of systems on customer networks, ensuring operational testing of configurations.
  • Manage server installations, application migrations, and updates across physical and virtual platforms, addressing common hardware and software issues.
  • Ensure compliance with applicable government regulations, policies, and standards in hardware and software testing and integration.
  • Maintain documentation and updates of network drawings and topologies for all network components.
  • Oversee the development and maintenance of an architecture repository, detailing physical and logical network topography diagrams.
  • Manage data flow and infrastructure using approved software, hardware, and wiring diagrams relevant to IT/IS operational environments.
  • Supervise the development of physical and logical network diagrams to the Customer Point of Presence.
  • Ensure the maintenance of IT local and remote networks.
  • Oversee system administration for classified and unclassified network infrastructure.
  • Execute system accounting functions to gather resource usage data and evaluate overall system performance.
  • Support cybersecurity compliance, including IAVA and STIG adherence.
  • Assist in maintaining all components of the Enterprise Cross Domain Solution.
  • Provide managed service solutions that encompass organizational and business processes.
  • Develop a comprehensive project plan for managed services, including discovery, deployment, service delivery, and support.
  • Collect and report network availability and customer service metrics.
  • Deliver innovative and cost-effective solutions for services, ensuring reliable and secure operations.
  • Oversee the Systems Management Center to provide administrative and operational support for the IT enterprise.
  • Manage the transition of services to support emergency relocation sites and update continuity of operations plans.
  • Plan and execute service transitions between data centers, ensuring system availability during continuity events.
  • Provide a workforce for emergency facilities upon activation.
  • Oversee hardware and software maintenance for networked and standalone components.
  • Manage backup administration and SAN administration functions.
  • Lead server administration across all customer domains.
  • Analyze and deploy upgrades and enhancements of GFE, COTS, and GOTS systems.
  • Conduct bandwidth studies to inform network infrastructure designs and ensure cybersecurity compliance.
  • Evaluate the impact of proposed changes on various operational aspects and conduct trade-off analyses.
  • Maintain a technical library of software licenses, patches, and documentation.
  • Oversee virtualization efforts for the enterprise.
  • Manage personnel performing routine system administration functions.
  • Support VOSIP services across the communications domain.
  • Lead the network engineering team in supporting the customer’s enterprise network.
  • Oversee the planning and execution of GCCS-J releases and technology upgrades.
  • Manage monitoring of GCCS Family of Systems databases and applications for operational user communities.
  • Ensure sufficient personnel provision for operational sustainment services.
