Position: IT Operations Manager (Senior Project Manager)

Qualifications:

  • Oversee the strategic planning, implementation, and assessment of a comprehensive program or project that encompasses a series of interconnected subprograms or related activities.
  • Manage financial, operational, administrative, and human resource aspects of the program; pursue and cultivate external funding opportunities, act as the primary representative and liaison for operational matters, and provide ongoing technical and professional leadership in the relevant field.
  • A Bachelor’s Degree in IT Management or a related discipline is required.
  • Must possess over 7 years of experience in managing Data Centers.
  • Be cognizant that Commercial Off-The-Shelf (COTS) systems may evolve due to technological advancements and governmental requirements.
  • Install and maintain essential infrastructure components, including servers, routers, switches, hubs, modems, and encryption devices, along with their respective operating systems and applications.
  • Adhere to timelines, ensuring all installations are completed from planning through to execution, including cable fabrication, equipment staging, and integration of network technologies.
  • Implement software installations, upgrades, and patches as sanctioned by the Change Management Process.
  • Apply Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) across all networks and submit completed STIG Checklists once actions are finalized.
  • Exhibit strong written, verbal, and presentation skills.
  • Provide oversight for Data Centers at both the primary and alternate sites.

Key Responsibilities:

  • Assist in the formulation of both short-term and long-term IT strategies by pinpointing specific technological solutions and opportunities for technology refresh to fulfill mission objectives.
  • Contribute to the development and management of the Lifecycle Management Plan.
  • Employ agile methodologies for all modifications, releases, and initiatives.
  • Supervise the planning, prototyping, and testing of proposed server and workstation configurations prior to their deployment.
  • Oversee the installation, relocation, and finalization of configurations as servers and workstations are deployed.
  • Coordinate implementation schedules with Information Management Officers or relevant stakeholders.
  • Submit Change Requests for all actions as stipulated by Change Management Policies.
  • Provide acceptance criteria and testing summaries for Government-Owned and Contractor-Operated designated equipment.
  • Supervise user acceptance, performance, accessibility, security, and system testing.
  • Prepare pre-deployment release notes, documentation, records, and artifacts for release updates and archival in the change management repository.
  • Review issues and known errors identified during development/testing and collaborate with local divisions to devise solutions and disseminate them to the customer.
  • Establish release plans that include rollout strategies, production support, and delineation of roles and responsibilities for each action.
  • Manage the deployment of all approved changes, urgent upgrades, and enhancements of Government-Furnished Equipment (GFE), COTS, and Government Off-The-Shelf (GOTS) systems.
  • Oversee the creation of network infrastructure designs, data flow diagrams, bandwidth analysis, ensure Information Assurance compliance, create Bills of Materials (BOM), conduct impact assessments, perform network surveys, and provide appropriate system Testing & Evaluation records and reports for documentation submission for the Department of Defense Risk Management Framework (RMF) and Army Records Information Management System (ARIMS) Records Repository.
  • Provide resource support for network troubleshooting in collaboration with the Network Owner, application installation and integration, system performance, and patch deployment.
  • Analyze, identify, and report all network-related issues.
  • Ensure that future solution implementations adhere to compatibility and interoperability standards while optimizing network performance; plan, implement, and validate compatibility, interoperability, and compliance of all evolving protocols.
  • Deliver local and remote technical support, including pre-deployment assessments, system diagrams, topologies, technical documentation, and coordination of external support.
  • Evaluate the impact of proposed changes on hardware, software, operations, and personnel, providing trade-off analyses of alternative designs.
  • Document benchmarks, milestones, and test results; provide guidance for implementation documentation.
  • Conduct bandwidth optimization and performance analysis, confirming that all captures are documented.
  • Perform market research to identify emerging technologies and advancements; submit findings to the customer for review and approval.
  • Utilize automated government routing systems and provide test plans for government review and approval prior to project initiation.
  • Develop test reports outlining application overviews, testing scopes, items not tested, metrics for test cases passed/failed, identified defects, testing status and severity, types of testing performed, test environments, tools utilized, lessons learned, and recommendations.
  • Conduct Quality Assurance planning and testing of all products prior to delivery.
  • Oversee fielding, integration, and testing of systems on customer networks, including planning, feasibility, and operational testing of system configurations prior to installation, relocation, and final configuration to ensure system functionality.
  • Manage server installations, migration, and application updates from physical and virtual platforms; diagnose and resolve common hardware and software issues on all GFE; provide industry best practices for maintaining and configuring various collaboration solutions.
  • Verify that hardware and software testing and integration comply with applicable government regulations, policies, and standards.
  • Manage documentation and maintenance of network diagrams and relevant documentation for all network components, including rack elevations.
  • Oversee the development and maintenance of an architecture repository that includes all physical and logical network topology diagrams.
  • Ensure responsibility for data flow and infrastructure, utilizing approved software, hardware, electrical circuits, and data cabling wiring diagrams as they pertain to IT/IS operational environments.
  • Manage the development of physical and logical network diagrams to the Customer Point of Presence, including all associated IP segments and Command Circuit Service Designator for both unclassified and classified enclaves.
  • Supervise the maintenance of IT local and remote networks, including alternate routes and Pentagon databases.
  • Oversee system administration for classified and unclassified network infrastructure.
  • Execute system accounting functions to gather information on resource usage and perform comprehensive system performance evaluations to recommend changes to programs, procedures, and equipment configurations.
  • Support the maintenance of cybersecurity compliance, including IAVA and STIG adherence.
  • Assist in maintaining all components of the Enterprise Cross Domain Solution and provide administrative services for reporting and subject matter expertise.
  • Deliver a managed service solution that encompasses the organization and its business processes.
  • Develop a project plan for managed services that includes discovery, concept of operations, asset/software deployment, service delivery, transition/migration, quality control processes, customer support, cybersecurity, maintenance, and exercise/contingency support.
  • Collect metrics on network availability and customer service; report findings to the Contracting Officer Representative (COR) or Alternate Contracting Officer Representative (ACOR).
  • Provide detailed, innovative, and cost-effective solutions for services, ensuring reliable, timely, and secure services that can be measured.
  • Oversee the Systems Management Center (SMC) to provide administrative, operational, and maintenance support for the IT enterprise and interface with other agencies to ensure efficient and secure network operations.
  • Manage the transition of services to support the Customer Emergency Relocation Site and assist in the annual update of the Continuity of Operations Plan (COOP).
  • Plan and execute the transition of services between the alternate site and headquarters data centers, ensuring all systems are operational in the event of a COOP event.
  • Submit transition of services Action Status Indicators (ASIs) at least 30 days prior to the event.
  • Provide a workforce for the COOP facility 24/7 upon activation.
  • Supervise hardware and software maintenance for networked and stand-alone components.
  • Manage Backup Administrators in performing backup administration and backup to disk solutions replicated across multiple sites.
  • Oversee SAN Administrator support for all SAN administration functions.
  • Manage Server Administrators in providing system administration for all physical and virtual servers across all customer domains.
  • Lead, plan, analyze, and deploy upgrades and enhancements of GFE, COTS, and GOTS while assessing the impact of products on the network.
  • Conduct bandwidth studies to inform network infrastructure designs, review cybersecurity compliance, create BOMs, conduct impact studies, and provide appropriate system reports.
  • Evaluate the impact of proposed changes on hardware, software, operations, and personnel, conducting trade-off analyses of alternative designs.
  • Maintain a technical library of software, including license types, scopes, and expiration/renewal dates for each application, patches, and documentation for infrastructure equipment.
  • Manage Virtual Datacenter Administrators to support virtualization efforts for the enterprise.
  • Oversee personnel performing other system administrator daily functions, such as fault management, software distribution, planning, diagnostics, and server farm support.
  • Manage Voice Over Secure Internet Protocol (VOSIP) Subject Matter Experts (SMEs) to support VOSIP services across the communications domain.
  • Supervise the network engineering team in their support of the customer’s enterprise network.
  • Manage the GCCS Database Administrator in planning and executing the fielding of GCCS-J releases and technology upgrades.
  • Oversee the GCCS Common Operating Picture (COP) Tracks Management personnel in monitoring applicable GCCS Family of Systems COP databases, networks, applications, and collaborative tools to ensure situational awareness resources are readily available for the operational user community.
  • Manage Defense Readiness Reporting System - Army (DRRS-A) Trainers to ensure sufficient on-site and Mobile Training Team (MTT) personnel are available to perform operational, mobilization, demobilization, deployment, and redeployment planning, execution, and force readiness operational sustainment services.
