Key Responsibilities:

  • Lead the operational strategy, implementation, and assessment of a comprehensive program/project that includes multiple interrelated subprograms or activities.
  • Manage financial, operational, administrative, and human resource aspects of the program; identify and cultivate external funding opportunities, act as the primary representative and liaison for operational matters, and provide ongoing technical and professional guidance as necessary.
  • Possess a B.S. Degree in IT Management or a relevant discipline.
  • Have extensive experience (7+ years) in managing Data Centers.
  • Stay informed on changes to COTS systems driven by technological advancements and governmental requirements.
  • Install and maintain essential infrastructure equipment, including servers, routers, switches, hubs, modems, and encryption devices, along with their operating systems and relevant applications.
  • Adhere to project timelines, ensuring all installations are completed from planning through to integration and configuration of network technologies.
  • Install approved software, updates, and patches in accordance with the Change Management Process.
  • Implement DISA STIGs across all networks and provide completed DISA STIG CKL files post-implementation.
  • Exhibit strong written, verbal, and presentation skills.
  • Oversee Data Center operations at both the primary and alternate sites.

Core Duties:

  • Assist in formulating both short-term and long-term IT strategies by pinpointing specific technology solutions and refresh opportunities to fulfill mission objectives.
  • Contribute to the development and management of the Lifecycle Management Plan.
  • Employ agile methodologies for all modifications, releases, and initiatives.
  • Supervise the planning, prototyping, and testing of proposed server and workstation configurations prior to deployment.
  • Coordinate installation, relocation, and final configuration of servers and workstations.
  • Align fielding implementation schedules with impacted parties.
  • Submit Change Requests for all actions as per established Change Management Policies.
  • Provide acceptance criteria and testing summaries for designated Government-Owned and Contractor-Operated equipment.
  • Oversee user acceptance, performance, accessibility, security, and system testing.
  • Deliver pre-deployment release notes, documentation, and records for archival in the change management repository.
  • Review issues and known errors identified during development/testing and collaborate with local divisions to devise solutions.
  • Define comprehensive release plans that include rollout strategies, production support, and responsibilities for each action.
  • Manage the deployment of all sanctioned changes, urgent upgrades, and enhancements of GFE, COTS, and GOTS systems.
  • Direct the development of network infrastructure designs, data flow diagrams, bandwidth analysis, and ensure compliance with IA standards.
  • Provide resource support for network troubleshooting in collaboration with the Network Owner, application installation, and system performance enhancements.
  • Analyze and report on all network-related issues.
  • Ensure future solutions meet compatibility and interoperability standards while optimizing network performance.
  • Offer technical support for local and remote sites, including pre-deployment assessments and system documentation.
  • Evaluate the impact of proposed changes on hardware, software, operations, and personnel.
  • Document benchmarks, milestones, and test results; provide guidance for documentation.
  • Conduct bandwidth optimization and performance analysis.
  • Research emerging technologies and advancements; present findings for customer review.
  • Utilize automated government routing systems and provide test plans for review.
  • Develop comprehensive test reports detailing application overviews, testing scope, metrics, and recommendations.
  • Conduct quality assurance planning and testing of all products prior to delivery.
  • Oversee the integration and testing of systems on customer networks, ensuring operational readiness.
  • Manage server installations, application migrations, and updates across physical and virtual platforms.
  • Verify compliance of hardware and software testing with applicable regulations and standards.
  • Maintain documentation of network diagrams and relevant information for all network components.
  • Oversee the architecture repository, including physical and logical network topography diagrams.
  • Ensure proper management of data flow and infrastructure in IT operational environments.
  • Supervise the maintenance of IT networks, including alternate routes and databases.
  • Oversee system administration for classified and unclassified network infrastructures.
  • Support cybersecurity compliance, including IAVA and STIG adherence.
  • Assist in maintaining components of the Enterprise Cross Domain Solution.
  • Develop a project plan for managed services, encompassing all operational aspects.
  • Collect and report network availability and customer service metrics.
  • Provide innovative and economical solutions for services while ensuring reliability and security.
  • Manage the Systems Management Center to support efficient network operations.
  • Facilitate the transition of services to support emergency relocation and COOP plans.
  • Oversee hardware/software maintenance for networked components.
  • Manage backup administration and SAN administration functions.
  • Lead the planning and execution of upgrades and enhancements across various systems.
  • Conduct bandwidth studies to inform network infrastructure designs and cybersecurity compliance.
  • Maintain a technical library of software, including licensing and documentation.
  • Oversee virtualization efforts for the enterprise.
  • Manage personnel performing routine system administration functions.
  • Support VOSIP services across the communications domain.
  • Direct the network engineering team in supporting the enterprise network.
  • Manage database administration for GCCS-J releases and technology upgrades.
  • Oversee the monitoring of GCCS Family of Systems COP databases and collaborative tools.
  • Ensure provision of sufficient personnel for operational sustainment services.
