The Operations Manager oversees the overall functionality of operations, ensuring the proficient and successful management of workforce, productivity, quality assurance, and safety protocols as established for the Department.

Key Responsibilities
- Provides extensive technical and administrative oversight for management and personnel.
- Assigns and evaluates the workload of the office, establishes scheduling priorities, and guarantees that service activities are effectively coordinated to meet program objectives.
- Reviews, interprets, and reports on funding allocations from Federal and Local grants.
- Composes written grant proposals and submits them for designated programs.
- Develops, writes, assesses, and revises policies to ensure program effectiveness and compliance with legal standards.
- Analyzes policies, governmental regulations, and legislation to formulate new program policies and plans, making necessary adjustments to existing procedures.
- Evaluates statistical data and reports to identify issues and formulates recommendations for enhancing the organization's systems, procedures, or programs.
- Interprets study results, prepares detailed reports on findings, recommendations, or conclusions, and identifies areas needing additional resources and new program implementations.
- Monitors program delivery progress through standard operating procedures, performance analysis strategies, and training initiatives.
- Consults with and advises government officials, staff, civic associations, and other agencies on legislative, policy, and program matters.

- Directs the preparation and dissemination of written information and verbal communication to inform management and employees about program and administrative policies and procedures.
- Develops written performance standards and ensures that all employees understand their responsibilities concerning those standards.
- Provides guidance to program staff through consultation, supervision, and liaison activities.
- Identifies and addresses the training needs of staff.
- Counsels subordinates on work performance, attendance, and interpersonal relationships, recommends and initiates disciplinary actions, and resolves employee grievances.
- Establishes criteria for evaluating system performance and the effectiveness of current and proposed program activities.
- Facilitates and participates in internal and external meetings, conferences, seminars, workshops, and forums as assigned; represents the Department in meetings related to program areas.
- As an agency representative, collaborates closely with various community groups and organizations to foster, plan, establish, and maintain cooperative relationships.
- Develops and proposes new or revised policies, procedures, and documentation as necessary to achieve program goals and objectives more effectively.
- Formulates operational guidelines based on Federal and District laws.
- Represents the Associate Director at meetings and conferences, articulating the views of the Associate Director and the Department's positions regarding employment services.

Qualifications and Education

Specialized Experience: Experience that equips the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position, typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Other Significant Facts

Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm

Operating Status: In-Person reporting, with flexible and limited telework options available based on position eligibility and operational needs.

Pay Plan, Series, and Grade: MS

Duration of Appointment: Management Supervisory Service "At-Will" positions serve at the discretion of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not part of a collective bargaining agreement.

Promotion Potential: No known promotion potential

Residency Requirement: If the position is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, the applicant must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and maintain residency throughout the duration of the appointment.
