Job Overview

Key Responsibilities

The Manager of Continuum of Care Programs oversees the implementation of the Department's Continuum of Care initiatives. This role involves supervising, mentoring, and assessing program personnel to foster a constructive team atmosphere.

This position is integral to the Leadership Team and collaborates closely with directors and managers to achieve strategic objectives.

The Manager reports directly to the Director of Housing.

Core Duties and Functions


Collaborates with the Housing Coordination team to formulate strategies and execute programs within the Housing Division.


Facilitates the Department of Homelessness and Supportive Housing's (HSH) execution of targeted housing solutions, rental assistance management, and supportive service activities.


Organizes and oversees daily operations of HSH's Federal Continuum of Care program portfolio, including the supervision of multiple Program Analysts and their teams.


Engages with the United States Department of Housing and Urban Development (HUD) regarding Continuum of Care (CoC) program regulations and administration.

Manages the responses to HUD NOFOs, general administration of HUD grants, and reporting requirements (APRs).


Works in partnership with various divisions within HSH and other City departments, including the San Francisco Housing Authority, Department of Public Health, and the Mayor's Office of Housing and Community Development, to develop complex systems and programs.

Incorporates evidence-based methodologies into program and service delivery.


Provides oversight for ongoing program administration tasks, including procurement, reporting, budgeting, work planning, monitoring, staff recruitment, communication, and administrative duties to support initiatives.

Coordinates with funding sources to ensure compliance, including the preparation of quarterly and annual reports and participation in mandatory meetings.

Offers direct oversight of population-specific housing assistance, program administration, and staffing contracts within HSH.


Encourages collaboration and information exchange within HSH divisions and City departments, as well as with external agencies and community organizations, including the Local Homeless Coordinating Board.

Develops and supervises Memoranda of Understanding (MOU) and contracts.

Assesses training quality and identifies technical assistance needs.


Reviews housing assistance policies and procedures, identifies and analyzes challenges, and may implement and document new procedures within HSH.

Ensures compliance with funding mandates and oversees contractor evaluations.

Prepares the team for audits, ensuring all necessary documentation is organized.

Manages annual program monitoring site visits and corrective action strategies.

Contributes to the implementation of HSH's strategic framework for the upcoming years.
