Job Title: Deputy Director of Federal Affairs and Energy

The New York State Executive Chamber's Washington Office serves as the chief federal policy and legislative liaison for the State of New York. Our team leverages relationships with the White House, Congressional offices, federal agencies, state groups, and other national policy entities to develop a federal outlook for the Executive Chamber and state agencies. In coordination with senior Chamber and agency staff, we identify federal opportunities and risks to advance the Governor's priorities. Through both formal and informal mechanisms, we promote the Governor's goals for the state and take a variety of forms.

The Deputy Director of Federal Affairs is also responsible for managing the Energy & Environment portfolio, coordinating and tracking federal agency regulatory and funding actions, facilitating relationships with New York's Congressional Delegation and key Congressional Committees, and developing federal solutions to agency priorities.

Key Responsibilities:
  • Assist in supervising the legislative functions of the office and undertake special projects and duties for the Director as assigned.
  • Act in the Director's stead, as needed and assigned, and handle day-to-day managerial operations of the office.
  • Monitor, analyze, and advocate on issue portfolio-specific legislation, administrative actions, agency-specific issues, and undertake special projects and duties for the Director and Deputy Director as assigned.
  • Work with the Director to develop long-term strategies for the Federal aspects of the Governor's programs and special projects by issue portfolios and as assigned by the Director/Deputy Director.
  • Assist the Director/Deputy in developing strategy and advisement to the Governor and senior staff on matters of Federal policy and in implementing Federal aspects of the Governor's programs.
  • Inform the New York Congressional Delegation and others of the State's position on matters before Congress.
  • Respond to requests for specific analysis or other information from the New York Congressional Delegation.
  • Monitor assigned state agency and Chamber staff for developing state programs and issues and federal measures that require attention.
  • Develop and maintain liaisons and communications with Washington-based interest groups and associations.
  • Advise the Director, Governor, and Senior Staff on matters of Federal policy.
  • Alongside the Director, implement Federal aspects of the Governor's programs.
Additional Responsibilities:
  • Coordinate with New York State's Congressional Delegation to monitor federal legislative developments, develop State positions on issues in partnership with other agencies, and provide strategic direction to advance the State's goals and objectives.
  • Track and coordinate analysis with state agencies on federal environmental legislation, policy implementation, issues of concern to the Congressional Delegation, and federal funding opportunities.
  • Serve as the point of contact for Members of Congress and their staff to work on federal legislation, appropriations, and report language; manage interactions and briefings between state agencies and congressional staff; and coordinate and review policy documents for inclusion in the Governor's annual Congressional agenda.
  • Support state agency engagement with other states and federal agencies, including the U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service, Department of Interior, National Oceanic Atmospheric Administration, U.S. Army Corps of Engineers, and other federal agencies that provide support and funding for DEC programs.
Requirements:

A Bachelor's Degree and a minimum of 7 years of progressively responsible work experience in fields such as public administration, public policy, and law as it relates to State and Federal energy and environment policy. Working knowledge of State and Federal agencies, committees, and interest groups in the energy and environment sector is necessary for success in this role. In addition, the successful candidate will be a proven leader with the ability to function and contribute at all levels of the organization, including in a hands-on manner.
