Job Summary

The Capital Planning and Construction Project Coordinator is responsible for overseeing multiple Anchorage School District (ASD) minor maintenance projects and related contracts. This position has a retirement association with the Public Employee's Retirement System (PERS).

Key Responsibilities

  1. Manage minor maintenance projects with budgets ranging from $25,000 to $2,000,000.
  2. Coordinate with users to develop project scopes and resolve identified facilities issues.
  3. Identify project risks and implement management actions to ensure successful project outcomes.
  4. Prepare project cost estimates and budgets.
  5. Monitor project budgets and schedules to ensure timely completion and stay within budget.
  6. Solicit services in accordance with ASD procedures.
  7. Negotiate fees with contractors and suppliers.
  8. Prepare bid documents and conduct pre-bid conferences.
  9. Review project bids and recommend award of the lowest qualified responsive bidder.
  10. Coordinate projects with user groups and shop maintenance staff.
  11. Perform quality control inspections to ensure compliance with construction codes and contractual requirements.
  12. Address construction and contract compliance issues.
  13. Perform warranty inspections.
  14. Prepare reports, letters, and documents as assigned.


Requirements
  1. A high school diploma or equivalent.
  2. Four years' experience managing minor maintenance projects or supporting project teams.
  3. Currently enrolled in a 4-year course of study in an accredited college or university leading to a degree in professional architecture/engineering or construction/project management.
  4. Experience developing scope, schedule, and cost estimates for small-scale projects.
  5. Ability to negotiate with contractors, suppliers, and owners.
  6. Knowledge of bidding/contracting procedures and general construction practices.
  7. Ability to prepare Requests for Proposal (RFP), Invitation to Bid (ITB) for solicitation.
  8. Ability to coordinate and lead community-based and in-house plans and specification reviews.
  9. Ability to identify, coordinate, and communicate effectively with key stakeholders.
  10. Ability to read and interpret construction documents including plans, specifications, shop drawings, and product data.
  11. Ability to proficiently interpret written and oral instructions and to originate written reports, letters, and technical documents.
  12. Ability to establish and maintain effective, productive working relationships with others.
  13. Ability to multi-task and work autonomously.


Preferred Qualifications
  1. A bachelor's degree in construction management or engineering.
  2. Project Management Professional (PMP) certification.
  3. Ability to use project management software and Microsoft Office.
  4. Knowledge of current building codes and Municipality of Anchorage permitting process.
  5. Working knowledge of general electrical, plumbing, painting, structural, landscaping, HVAC, and electronics systems.
  6. Knowledge of asbestos and other hazardous materials abatement.


The estimated salary for this position is between $75,000 and $110,000 per year, depending on experience and qualifications.
