Job Title: Chief Financial Officer

Fayetteville State University, in collaboration with the UNC System, is seeking a seasoned financial professional to serve as Vice Chancellor for Business and Finance and Chief Financial Officer. The successful candidate will oversee the university's fiscal and financial analysis, management, and oversight of the budget, facilities, and capital planning, ensuring strong financial health for the institution.

The Chief Financial Officer will be a key member of FSU's senior leadership team, working closely with the Chancellor and senior leadership to drive financial strategy and decision-making. The position requires a deep understanding of accounting, budgeting, business operations, investments, capital projects, financial planning, and reporting, as well as the ability to interpret documents and legislation that impact the university's finances.

The ideal candidate will have a strong track record of improving financial management and effectiveness, with a solid understanding of generally accepted accounting principles and knowledge of State of North Carolina laws and regulations governing higher education and UNC System policies, procedures, and operating guidelines.

Responsibilities:
  • Provide strategic direction and leadership to the Division of Business and Finance, including Budget, Finance, Contracts and Grants, Purchasing, Facilities Management, Auxiliary and Business Services, Controller's Office, and Business Systems and Analytics.
  • Collaborate with cross-campus committees and groups to achieve financial goals and support the university's mission.
  • Develop and evaluate the performance of direct reports, ensuring effective financial management and oversight.
  • Ensure that business plans, crisis management plans, fiscal internal controls, budget policies, and procedures are current and effective.
  • Participate in senior leadership team meetings to drive financial strategy and decision-making.
  • Develop and implement long-term financial and capital planning and forecasting models.
  • Provide oversight for the construction of state-of-the-art facilities and procurement of equipment for the university.
  • Coordinate and manage the university's budget, ensuring that financial data is available for administrative planning and decision-making.
Qualifications:
  • 7+ years of financial leadership experience.
  • CPA or Master's degree required.
  • Demonstrated expertise in effective communication with internal and external stakeholders.
  • Progressive supervisory experience and direct management experience of a team of financial professionals.
  • Demonstrated record of improving financial management and effectiveness.
  • Solid understanding of generally accepted accounting principles.
  • Knowledge of State of North Carolina laws and regulations governing higher education and UNC System policies, procedures, and operating guidelines.
