Position Overview:

The Water Resource Administrator is tasked with the stewardship, preservation, and sustainable management of water resources. This role involves formulating and executing strategies to guarantee the effective distribution and utilization of water, while complying with regulatory standards and addressing ecological issues. A profound comprehension of water management concepts, water rights, regulations, and the ability to collaborate with governmental bodies and both private and public sectors is essential. Familiarity with the northern Colorado water market and the maintenance of business relationships within this sector is crucial.

Key Responsibilities:

Ditch Company Representation:

  • Engagement with Beeman
  • Participation in Lupton Meadows/Bottoms
  • Collaboration with Rural

Contract Oversight:

  • Management of Water Storage agreements
  • Coordination with Town of Firestone
  • Oversight of Carbon Valley initiatives
  • Engagement with Firestone
  • Collaboration with City of Aurora
  • Partnership with Cannon Land Co.
  • Issuance of Water Storage Delivery Notices
  • Conducting Leak Tests and Reclamation
  • Execution of Area Capacity Surveys
  • Handling ALTAs and associated Closing Documents

Portfolio Oversight:

  • Management of External and Internal Water Lease agreements
  • Optimization of Share Utilization and Value
  • Identification of Proactive Acquisition Opportunities and Market Value Assessment
  • Evaluation for Divestment/Monetization of Water and Water Storage
  • Marketing strategies for Water Assets

Project Management:

  • Identifying opportunities within unique land holdings
  • Assessing Water Storage for internal use and optimization
  • Evaluating logistical enhancements of the existing portfolio (e.g., easement or land acquisitions, inlet/outlet works, ditch improvements, pumps, etc.)
  • Issuing bids, contracting, and managing internal field projects related to water infrastructure.

Legal and Engineering Management:

  • Oversight of Water Court Legal Representation
  • Management of Water Resource Engineering Consultants
  • Monitoring cases opposed by LGE
  • Administration of LGE Water Court Cases

Operational Management:

  • Supervision of water assets concerning mining operations
  • Management of SWSPs
  • Oversight of Slurry Walls and Water Storage
  • Groundwater Monitoring in relation to mining sites

Networking:

  • Establishing and nurturing a network of leaders, landowners, and users in the water sector to enhance LGE's profitability.

Additional Duties:

Perform other responsibilities as necessary.

Required Qualifications:

  • Exceptional written and verbal communication abilities.
  • In-depth knowledge of Colorado water law and the Northern Colorado Water Market.
  • Willingness to travel for meetings, conferences, and project engagements.
  • Ability to establish and maintain effective working relationships with government officials, employees, contractors, consultants, and the public.
  • Expertise in conducting water resource research.

Education and Experience Requirements:

  • Bachelor's degree in Civil Engineering, Environmental Engineering, Water Law, Business Management, or a related discipline.
  • 8+ years of experience in water resources-related roles; or
  • Any equivalent combination of education and experience.

Physical Requirements:

  • Perform all duties in a well-ventilated, well-lit, and temperature-controlled office environment.
  • Some travel is required.
