Job Responsibilities

The Commonwealth of Virginia is in search of a Regional Construction Project Engineer (RCPE) to oversee significant, intricate, and demanding transportation initiatives. The successful candidate will possess extensive experience in transportation construction, particularly in large-scale design-build and design-bid-build projects situated in urban settings. This role will serve as the lead engineer responsible for comprehensive program management, which includes independently managing construction and maintenance contracts while directing all operational activities and resources to ensure timely and budget-compliant project completion.

Key Duties Include:

  • Coordinating and liaising with both internal and external engineering and construction teams to ensure project milestones are met within budget and in accordance with all regulatory and legal standards.
  • Implementing continuous improvement strategies across all facets of construction contract management.
  • Providing expert technical guidance to both construction and design engineering personnel involved in contract activities.
  • Addressing and resolving project-related issues while negotiating effective solutions.

Minimum Qualifications

  • Demonstrated knowledge of transportation construction methodologies, project management processes, and quality assurance/control techniques.
  • Familiarity with engineering design principles for roadways, structures, drainage, and compliance with environmental standards at both state and federal levels.
  • Proven ability to conduct constructability assessments across a diverse range of projects.
  • Capability to manage construction operations for multiple projects of varying complexities, while identifying effective resolutions to construction challenges.
  • Experience in applying engineering design principles to various highway and environmental scenarios, along with interpreting contracts and specifications.
  • Ability to compile detailed reports on findings, assess cost implications related to construction, and advocate for ongoing enhancements in construction contract performance.
  • Providing technical support to construction and design engineers as needed.
  • Knowledge of alternative dispute resolution methods.
  • Possession of a valid Professional Engineer's License.

Additional Considerations

  • A Bachelor of Science degree in Construction Engineering or Civil Engineering, with coursework in highway design, structures, drainage, scheduling, and project management is strongly preferred.
  • Significant experience in leading construction and engineering teams to resolve construction-related issues.
  • Experience in quality improvement initiatives across a variety of projects, particularly focusing on design-build and design-bid-build execution.
