Pay Grade/Salary Range: 106 - $33, $50, $24.09 hourly

GENERAL DESCRIPTION:

This role involves a professional commitment to investigating and managing the enforcement of regulations and ordinances related to nuisance infractions, zoning, and land use as outlined in the Highlands County Code of Ordinances.

KEY RESPONSIBILITIES:

The following duties encapsulate the primary responsibilities of this position but are not exhaustive. Additional tasks may be assigned as necessary.

• Investigate zoning-related complaints submitted by the public.

• Address complaints through voluntary compliance or legal action in collaboration with law enforcement.

• Conduct regular inspections across Highlands County to ensure adherence to zoning laws.

• Work towards resolving violations amicably with the violator when possible.

• Compile necessary documentation and reports for legal proceedings when resolution is unfeasible.

• Support Planning & Development and Zoning in creating records, reports, and recommendations for the Zoning Counsel and the Board of County Commissioners.

• Provide guidance to the public, contractors, and developers to prevent zoning code violations.

• Adhere to Board policies and procedures consistently.

• Maintain a professional and safe work environment, following established safety protocols.

• Adapt positively to changes and perform additional tasks as directed.

KNOWLEDGE, SKILLS, AND ABILITIES:


• Familiarity with the geographical landscape of Highlands County.

• Understanding of current zoning codes and ordinances applicable in Highlands County.

• Proficient in investigative methods and capable of conducting unbiased investigations.

• Knowledge of the legal processes involved in prosecution or other legal actions.

• Competence in tactical enforcement methods.

• Strong public relations skills.

• Experience in engaging with the public, including in challenging situations.

• Ability to effectively communicate with the public, contractors, builders, and developers to ensure compliance with existing regulations.

• Proficient in both verbal and written communication.

• Capability to follow up on inspections and investigations with firm yet fair guidance to ensure compliance.

• Ability to foster and maintain effective working relationships with colleagues, supervisors, elected officials, vendors, and the public.

PHYSICAL REQUIREMENTS:

Must be able to remain stationary for 50% of the time and frequently interact with the public, colleagues, and supervisors. Must effectively exchange accurate information in these interactions. Regularly operates various office equipment, including computers and copiers. Occasionally ascends or descends stairs. Frequent standing and walking, including over uneven surfaces. Rarely lifts materials and office equipment weighing up to 25 lbs. Consistently works outdoors and occasionally in adverse weather conditions. Frequently drives a motor vehicle for extended periods.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE: Graduation from an accredited high school or equivalent. A minimum of five (5) years of experience in governmental roles related to building, zoning, or code enforcement, or as a law enforcement officer is preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

Must possess and maintain a valid Florida Driver's License. Preference for at least Level 1 certification from the Florida Association of Code Enforcement (FACE). Must obtain Level 1 certification within two (2) years of employment and maintain it throughout employment.
