Job Summary:

The Commonwealth of Virginia is seeking a highly skilled Family Services Specialist III to join our team. As a key member of our social services team, you will be responsible for providing specialized services to families and children in need. Your expertise will be invaluable in helping us achieve our mission of promoting the well-being and safety of vulnerable populations.

Key Responsibilities:
  • Monitor and coordinate specific assigned programs to ensure effective delivery of services.
  • Coordinate services within specific areas of responsibility to meet the needs of clients.
  • Develop and present cases to determine appropriate services, ensuring that clients receive the support they need.
  • Track expenditures, prepare and submit budget estimates, and ensure payment for services.
  • Interpret laws, policies, and regulations related to human services program areas.
  • Complete necessary federal, state, and local planning and reporting requirements.
  • Manage program waiting lists and provide case management services to monitor compliance.
  • Provide foster care casework services, train foster parents, and submit progress reports to the court.
  • Refer families to treatment resources within the community and transport children to placements, meetings, therapy sessions, doctor and dental appointments, and for visitation with families.
  • Attend court, testify in court proceedings, and coordinate cases with attorneys.
  • Provide parent education and support for families in target populations and conduct intensive in-home counseling.
  • Prepare reports to referral sources regarding the status of various interventions and interview and assess clients to assign them to appropriate groups.
  • Inform clients of service programs and the rules and regulations, and their right to participate.
  • Conduct overall monitoring of programs in specific areas of responsibility and serve as a resource to clients and the community in areas of expertise.
  • Provide after-hours on-call coverage and respond to emergencies in child/adult protective services and/or foster care.
  • Perform investigative duties, including screening referrals for validity, interviewing all parties involved, and assessing immediate and long-term dangers/risks to children.
  • Develop written services plans documenting goals, objectives, and details of services provided for each case.
  • Provide program administration and caseload management services, conduct visits, and maintain contact with other professionals.
  • Accompany victims and their families to court appearances, serve as support for the family, and file petitions.
  • Testify in criminal and civil cases, prepare court-ordered home assessments and custody home studies, establish and maintain case records, and code, enter, and update new and ongoing cases in the state computer information system.
  • Represent the agency at various functions, such as making speeches at civic and business associations, providing training and workshops on child/adult abuse and neglect for public and private organizations.

Requirements:
  • Considerable knowledge of social work principles and practices, human behavior and motivational theory, laws, policies, and regulations relating to human services program areas, investigating and interviewing techniques, legal procedures as related to program areas, and social, economic, and health problems.
  • Skill in operating a personal computer and the associated software and the operation of a motor vehicle.
  • Demonstrated ability to communicate effectively both orally and in writing, interview, assess needs, counsel, and refer clients to other resources as needed, investigate high-risk cases, testify in court proceedings, develop and present training programs and other presentations, interpret program laws, policies, and regulations, develop and implement service plans, analyze case information to make sound judgments within the framework of existing laws, policies, and regulations, respond to clients' emotions to accomplish service objectives, develop speeches and represent the agency on program training and workshops, work in stressful situations and maintain diplomacy, plan and manage own work activities, establish and maintain effective relationships with others, and stay abreast of current trends and developments in the social work field.
  • Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area.
  • Considerable experience in assigned program area and completion of required training programs or equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
