Noblis is in search of skilled Financial Planning Analysts to support our client's operational needs on a mission-driven initiative.

Successful candidates will engage with a diverse array of professionals within the intelligence community (IC) and play a vital role in the formulation and execution of Agency budgets.

Key Responsibilities
  • Analyze, develop, and recommend strategies for financial data requests and IC portfolio assessments.
  • Construct and assess fiscal program frameworks.
  • Collaborate with the Office of the Director of National Intelligence and other IC entities to collect financial information, evaluate performance against established metrics, and formulate recommendations for program development.
  • Lead or assist in the creation of funding documentation, establish spending plans, monitor expenditures and execution, and record financial commitments, obligations, and costs.
  • Prepare contributions to the Congressional Budget Justification Book (CBJB) for Congress.
  • Participate in and support all phases of the Intelligence Planning, Programming, Budget, and Evaluation (IPPBE) process.
Required Qualifications
  • Proven experience working with IC Agencies.
  • Familiarity with the CBJB and IPPBE processes.
  • Understanding of IC financial systems, procedures, data, and policies.
  • Demonstrated ability to operate in a fast-paced environment with multiple competing priorities.
  • Strong communication skills with senior leaders and action officers across the IC.
  • Proven capability to lead, facilitate, and significantly enhance the value of working groups or interagency teams.
  • Ability to manage or contribute to several projects concurrently.
  • Active TS/SCI clearance with CI Polygraph.
  • Senior Level: Bachelor's degree with 10+ years of relevant experience or Master's with 7+ years of relevant experience.
  • SME Level: Bachelor's degree with 12+ years of relevant experience or Master's with 9+ years of relevant experience.
  • Senior SME Level: Bachelor's degree with 15+ years of relevant experience or Master's with 12+ years of relevant experience.
Compensation

Senior Level: $94,200 - $147,225
SME Level: $114,100 - $178,300
Senior SME Level: $138,000 - $215,625

The projected compensation range for this position is based on full-time status, with part-time staff receiving a prorated salary according to their scheduled hours.
