ANIMAL LICENSING REPRESENTATIVE - PART-TIME "AS NEEDED" - Temporary Part-Time employment status does not qualify for health and dental benefits. Retirement: Employee contributes (5%) of wages to a PARS ARS Account; SEAACA contributes the equivalent of 2.50% of the employee's wages to their PARS ARS Retirement Account. POSITION OVERVIEW: This is a temporary, part-time, seasonal role under the direct supervision of the Revenue and Licensing Program Manager. An Animal Licensing Representative is responsible for canvassing residential areas and business districts to enforce animal licensing regulations; collecting fees for licenses and issuing receipts to pet owners. The role also involves verifying rabies vaccination and sterilization documentation for dogs in the field and reconciling daily revenue collections. Representatives may also issue official notifications. The nature of the work requires extensive walking, standing, and driving, with significant public interaction.
KEY RESPONSIBILITIES:
- Conducts canvassing in residential and commercial areas to enforce animal licensing laws.
- Verifies rabies vaccination statuses.
- Collects license fees and issues receipts.
- Maintains accurate records and prepares reports that may serve as legal evidence.
- Distributes public education materials to community members.
- Observes and reports any suspicious activities related to animal welfare, such as inhumane treatment or illegal breeding, to the appropriate agency.
- Assists at state-mandated low-cost clinics and SEAACA promotional events.
- Utilizes a personal vehicle for job-related duties.
- Performs additional tasks as assigned.
MINIMUM QUALIFICATIONS:
- High School Diploma, G.E.D., or equivalent combination of education and experience totaling twelve years.
- Valid California Driver's License with a clean driving record.
- Must have an insured vehicle in good working condition.
- Ability to pass a written examination with a minimum score of 70%.
- Completion of P.O.S.T. PC 832 Arrest Training Course is required.
- Must successfully pass a pre-employment physical examination and background check.
SKILLS AND ABILITIES:
- Ability to clearly articulate laws related to animal licensing.
- Interpret and communicate agency policies and municipal codes effectively.
- Work independently with minimal supervision, follow directions, and make sound decisions.
- Self-motivated with the ability to adapt to changing policies and procedures.
- Excellent communication skills, both verbal and written.
- Strong organizational and multitasking abilities.
- Team-oriented with the capability to work in an office environment.
- Perform basic mathematical calculations.
- Proficient in using standard office equipment, including personal computers for data entry.
- Maintain a reliable work history with good attendance.
- Comfortable working with and around animals.
PHYSICAL REQUIREMENTS:
- Ability to drive, walk, sit, stoop, and bend for extended periods.
- Ability to lift up to 50 pounds.
- Willingness to work in various weather conditions.
- Ability to climb stairs.
- Communicate effectively with the public, staff, and city officials in person, via email, and by phone.
- Read and interpret typewritten or handwritten documents.
- Manual dexterity sufficient for record-keeping and data entry tasks.
