POSITION SUMMARY:

The Family Services Specialist I-IV plays a crucial role in the outreach and support of families, focusing on the recruitment of children, confirming eligibility, guiding parents through orientation, and connecting them with community resources while meticulously documenting children's developmental progress. This role collaborates closely with center personnel and Content Area Managers to foster a comprehensive case management strategy aimed at enhancing family self-sufficiency.

KEY RESPONSIBILITIES:

To excel in this position, the individual must competently execute the following essential functions:

  • Recruit and enroll children into the Early Head Start/Head Start Program, verify eligibility, manage the waitlist, and ensure re-certification of children.
  • Encourage parental involvement and provide orientation on the program's objectives and goals.
  • Establish respectful, goal-oriented partnerships with families to enhance parent-child relationships and overall family wellness.
  • Create and implement Family Partnership Agreements (FPA) with families to achieve identified objectives; document all interactions related to family engagement and specific program goals in each child's file.
  • Collaborate with program staff to assess family interests, strengths, and objectives while coordinating necessary services.
  • Follow up on family referrals to ensure adequate service provision.
  • Conduct home visits and parent conferences as required by individual family circumstances.
  • Gain knowledge of local resources and provide families with referrals to meet their needs and achieve the FPA.
  • Promote family literacy by encouraging ongoing education and supporting parents in their role as lifelong educators.
  • Assist with transition services for families moving into or out of Head Start programs, including scheduling transition meetings.
  • Build strong relationships with families, fostering participation in parent programs and sharing responsibilities for the success of group activities.
  • Support the implementation of services for families suspected of child abuse and promote awareness of child abuse policies during orientations and home visits.
  • Maintain thorough and accurate documentation of services provided to families and children, ensuring compliance with Head Start Performance Standards.
  • Engage in community collaborations and establish Community Partnership Agreements.
  • Participate in training parents, staff, and volunteers to enhance family and parent engagement.
  • Assist in organizing family and community engagement events.
  • Perform various administrative tasks, including data entry, document creation, and report generation from databases.
  • Act as a resource for teachers and other staff regarding community resources.
  • Report any suspected child abuse to the appropriate authorities.
  • Adhere to agency policies and maintain confidentiality in all operations.
  • Familiarize oneself with the agency's Strategic Plan and understand how this role contributes to achieving its goals.
  • Attend staff meetings and professional development activities; participate in workshops and trainings to enhance professional skills.
  • Carry out other related duties as assigned.

SUPERVISORY ROLE:

This position does not entail supervisory responsibilities.

QUALIFICATIONS:

Education and Experience:

  • A high school diploma or equivalent is required; an Associate's degree in Social Services, Family Studies, Human Services, or a related field is preferred.
  • Must obtain a credential or certification in social work, human services, family services, counseling, or a related field within eighteen months of hire.
  • Prior experience in case management or working with low-income families with young children is preferred.
  • Bilingual proficiency in Spanish and English is preferred.
  • Must pass a pre-employment background check, health screening, TB test, drug test, and motor vehicle records check.
  • Must be at least 21 years old, possess a valid Texas Driver's License, and have access to a reliable vehicle with current insurance.
  • Availability to work Monday through Friday between 7:00 AM and 6:00 PM, with flexible scheduling based on business needs.

Skills and Abilities:

  • Familiarity with federally funded Child Care programs for low-income clients is preferred.
  • Understanding of Texas Minimum Standards for licensing, Head Start Act, and Performance Standards is preferred.
  • Knowledge of case management principles and effective counseling techniques.
  • Cultural sensitivity and awareness of the implications of culture in service delivery.
  • Proficient in Microsoft Office applications and capable of operating standard office equipment.
  • Strong communication skills, both verbal and written, with the ability to engage with diverse populations.
  • Ability to follow instructions and manage multiple priorities independently.
  • Capacity to interpret complex policies and convey information effectively.
  • Ability to work under pressure and adapt to changing circumstances.
  • Team-oriented mindset with a collaborative approach to achieving objectives.
  • Sound judgment and decision-making skills based on thorough analysis.
  • Ability to maintain positive working relationships with colleagues, program participants, and community members.
  • Flexibility to manage frequent changes and unexpected events in the workplace.

TRAVEL REQUIREMENTS:

Regular travel within the service area is necessary to meet with families, providers, and staff, with occasional out-of-state travel for conferences.

PHYSICAL DEMANDS:

This role requires regular sitting, talking, hearing, and visual acuity, with occasional standing and walking. The employee must be able to lift and carry up to 30 lbs.

WORK ENVIRONMENT:

Work is typically conducted in an office or daycare setting with moderate noise levels and minimal exposure to hazardous conditions. The employee must be able to function effectively in an environment with frequent interruptions.
