Overview:

The Legislative Analysts Office (LAO) has been delivering impartial fiscal and policy evaluations to the California Legislature since 1941. The core functions of the LAO include:

  • Supporting the Legislature throughout the budgetary process via analytical and oversight efforts.
  • Addressing legislative inquiries regarding the state's budget and various programs.
  • Conducting independent research and generating reports on significant state issues.

The LAO tackles real-world challenges that have a direct impact on the public, aiding the Legislature in establishing budget priorities and state policies for one of the largest economies globally. The office operates both independently and collaboratively, serving as the vigilant observer for the California Legislature to ensure that state-funded initiatives are executed efficiently and effectively.

Key Responsibilities:

The primary duty of the fiscal and policy analyst is to become the LAO's authority in the designated policy area. Analysts may be assigned to one of the following units:

  • Economy, Taxes, and Labor
  • Health, Developmental Services, and Technology
  • Higher Education
  • K-12 Education
  • Human Services and Governance
  • Public Safety and Business Regulation
  • State Budget Condition

To fulfill this role, an analyst will:

  • Engage extensively in fieldwork to gain firsthand insights into program operations.
  • Stay informed about relevant laws and literature in their area of expertise.
  • Maintain connections with legislative, administrative, and intergovernmental personnel, as well as industry and nonprofit organizations.

Utilizing this knowledge, the analyst will:

  • Identify and evaluate budgetary and policy challenges, formulating options and recommendations for legislative consideration.
  • Produce reports, legislative assignments, and initiative write-ups.
  • Provide testimony before legislative committees on fiscal and policy matters.
  • Act as a fiscal and program resource for legislators as needed.

As nonpartisan fiscal and policy professionals, it is crucial that analysts deliver work that is objective, analytical, precise, and comprehensive. Furthermore, their analyses must be solution-focused and executed promptly to be of value to the Legislature.

Qualifications:

Applicants should hold a master's degree in public policy, public or business administration, economics, or a related discipline that encompasses economics, statistics, public finance, and policy analysis. Additionally, candidates must demonstrate:

  • Strong quantitative and analytical capabilities.
  • Effective communication skills, both written and verbal.
  • A collaborative spirit in a dynamic, production-oriented environment.
  • A willingness to learn, take initiative, and embrace increasing responsibilities.
  • Proficiency in Microsoft Excel and Word.

Compensation and Benefits:

The entry-level salary for the fiscal and policy analyst role is approximately $79,860 annually, with consideration for higher salaries based on qualifications and experience. Senior analysts can expect starting salaries around $115,000, while principal analysts earn between $136,500 and $158,000 annually.

The LAO offers a comprehensive benefits package, including health, vision, dental, and retirement plans, along with vacation, sick leave, compensatory time for overtime, and approximately 13 holidays each year.

Appointment Status:

This is a permanent, full-time position. Employees are expected to work from the office on specified weekdays, with telecommuting options available based on workload.
