Position Overview

This is an exciting opportunity to lead the Enterprise Program Management Office (EPMO) overseeing Intelligent Transportation Systems initiatives at the US Department of Transportation.

Key Responsibilities

  • Oversee overall project management, team supervision, deliverables, and resolution of significant reporting and project challenges.
  • Interpret policies, procedures, and objectives effectively.
  • Manage the development and execution of comprehensive governance policies and operational procedures for the EPMO.
  • Monitor standards and ensure the delivery of contractual obligations.
  • Supervise and manage personnel within the ITS JPO EPMO team (10 FTEs across Systems Development, Administrative Support, and Project Management teams).
  • Provide direct program management support and accountability for individual projects.
  • Ensure adherence to quality standards and timely submission of all contractual deliverables.
  • Deliver briefings and presentations to various organizational levels, from team members to executive leadership.
  • Facilitate all meetings and communications between the EPMO contract support team and the client.
  • Develop and implement overall program governance, policies, and operational procedures for the EPMO.
  • Oversee software project development utilizing Agile methodologies.
  • Ensure the team adheres to Agile principles, delivering high-quality outcomes.
  • Act as a bridge between technical teams and non-technical stakeholders.
  • Communicate project objectives, progress, and challenges clearly and effectively.
  • Encourage collaboration and foster a culture of continuous improvement.

Required Qualifications

  • At least 15 years of program management experience, ideally within a PMO.
  • Bachelor's degree in Business, Computer Science, Engineering, or a related field; PMI PMP Certification is preferred.
  • Comprehensive understanding of Agile development frameworks and methodologies.
  • Strong leadership capabilities with the ability to inspire a diverse team.
  • Exceptional communication skills, particularly with non-technical audiences.
  • Proven ability to manage multiple projects concurrently while focusing on strategic goals.

Preferred Qualifications

  • Master's degree in Business, Computer Science, Engineering, or a related field.
  • 20 years of relevant experience.
  • Agile Certifications.
