Position Overview

This role presents an exciting opportunity to lead the Enterprise Program Management Office (EPMO) overseeing Intelligent Transportation Systems initiatives within the US Department of Transportation.

Key Responsibilities

  • Oversee overall project management, team supervision, deliverables, and resolution of critical reporting and project challenges.
  • Interpret and implement policies, procedures, and organizational goals.
  • Manage the development and execution of governance policies and operational procedures for the EPMO.
  • Monitor standards and ensure the delivery of contractual obligations.
  • Supervise and manage the ITS JPO EPMO team (10 FTEs) across Systems Development, Administrative Support, and Project Management.
  • Provide direct program management support for EPMO initiatives and individual projects.
  • Ensure adherence to quality standards and timely submission of all contractual deliverables.
  • Deliver briefings and presentations to stakeholders at all organizational levels.
  • Facilitate all meetings and communications between the EPMO contract support team and clients.
  • Develop and implement comprehensive program governance, policies, and procedures for the EPMO.
  • Oversee software project development utilizing Agile methodologies.
  • Ensure team compliance with Agile principles while delivering high-quality products.
  • Act as a liaison between technical teams and non-technical stakeholders.
  • Clearly communicate project objectives, progress, and challenges.
  • Encourage collaboration and promote a culture of continuous improvement.

Required Qualifications

  • At least 15 years of program management experience, ideally within a PMO environment.
  • Bachelor's degree in Business, Computer Science, Engineering, or a related field; PMI PMP Certification is required.
  • Extensive knowledge of Agile development frameworks and methodologies.
  • Strong leadership capabilities with the ability to inspire a diverse team.
  • Exceptional communication skills, particularly with non-technical audiences.
  • Proven ability to manage multiple projects concurrently while maintaining focus on strategic goals.

Preferred Qualifications

  • Master's degree in Business, Computer Science, Engineering, or a related field.
  • 20 years of relevant experience.
  • Agile certifications are a plus.
