Job Summary:

The State of Oregon is seeking a highly skilled Air Quality Permit Writer and Inspector to join our team at the Oregon Department of Environmental Quality. As a key member of our Northwest Region office in Portland, you will play a critical role in preserving, enhancing, and protecting Oregon's environment.

This is a full-time, AFSCME represented position that offers a comprehensive benefits package, including medical, dental, and vision plans, paid sick leave, vacation leave, personal leave, and 11 paid holidays a year. Key Responsibilities:
  • Receive and investigate pollution complaints, providing technical assistance and support to the public and regulated entities.
  • Perform on-site inspections and process permits for industrial, commercial, and municipal air quality sources.
  • Recommend enforcement actions to the Northwest Region Air Quality Program Manager when violations of statutes, permits, or rules are observed and documented.
  • Provide clear, concise, and compelling communication of policy and technical information to diverse audiences.
  • Collaborate with colleagues, stakeholders, and the public to advance our agency's mission and goals.
Requirements:
  • Bachelor's degree in physical science, environmental science, natural resources, or a closely related field.
  • 2 years of experience in a natural resource or environmental field, or an equivalent combination of education and experience.
  • Demonstrated understanding of environmental justice and the historical impacts on marginalized and underrepresented communities.
  • Excellent verbal and written communication skills, with the ability to provide clear, concise, and compelling communication of policy and technical information.
  • Experience in industrial source operations, compliance inspection methods, and air quality permitting.
  • Ability to deal diplomatically with upset or adversarial individuals in person and on the phone.
Working Conditions:

This position requires occasional travel for fieldwork, assessments, compliance work, meetings, trainings, conferences, and public hearings. You will have access to a workspace at DEQ sites, but it may be shared with other employees. You will also be eligible for hybrid work arrangements, with the logistics to be worked out with the Hiring Manager prior to your hire.

This position is limited duration through December 31, 2025, and may be extended or made permanent.
