Job Overview:

The State of Oregon is seeking a highly skilled and motivated individual to join our team as an Air Quality Permit Writer and Inspector. This is a full-time, AFSCME represented position that offers a comprehensive benefits package and opportunities for professional growth and development.

Key Responsibilities:

  • Conduct on-site inspections and investigations to ensure compliance with environmental regulations and laws.
  • Process permits for industrial, commercial, and municipal air quality sources.
  • Provide technical assistance and guidance to industry, the public, and governmental agencies on environmental laws, procedures, and issues.
  • Recommend enforcement actions to the Northwest Region Air Quality Program Manager when violations are observed and documented.
  • Collaborate with colleagues and stakeholders to advance the agency's mission to protect and improve Oregon's environmental quality.

Requirements:

  • Bachelor's degree in physical science, environmental science, natural resources, or a closely related field.
  • 2 years of experience in a natural resource or environmental field, or an equivalent combination of education and experience.
  • Demonstrated understanding of environmental justice and the historical impacts on marginalized and underrepresented communities.
  • Excellent verbal and written communication skills, with the ability to provide clear, concise, and compelling communication of policy and technical information.
  • Experience and knowledge in industrial source operations, compliance inspection methods, and air quality permitting.
  • Proficiency in MS Excel and experience using and maintaining databases.
  • Ability to deal diplomatically with upset or adversarial individuals in person and on the phone.

Working Conditions:

This position will be based out of DEQ's Northwest Region office in Portland, with occasional travel for fieldwork, assessments, compliance work, meetings, trainings, conferences, and public hearings. The successful candidate may be eligible for hybrid work arrangements, which will be discussed with the Hiring Manager prior to hire.

This position requires occasional exposure to pollutants, contaminated soil and water, chemicals, fumes, airborne contaminants, fall and tripping hazards, stairs, substantial walking, and inclement weather.
