Position Overview

The California State University, Office of the Chancellor, is in search of a Fire Plans Examiner responsible for executing plan evaluations to guarantee adherence to fire and life safety regulations and standards as mandated by the Office of the State Fire Marshal (OSFM). This role will also ensure alignment with CSU internal policies regarding fire and panic safety construction and may involve representing the campus in discussions with municipal fire departments.

Key Responsibilities

Under the general supervision of the Deputy Director of Fire Safety , the Fire Plans Examiner will:

- Oversee, coordinate, and monitor individual plan evaluations/approvals to achieve timely and code-compliant resolutions. Act as a representative of the CSU Chancellor's Office to collaboratively address issues related to fire and panic safety codes and regulations. Tracking will involve utilizing OSFM and CPDC's project database software.

- Engage with all relevant stakeholders. Coordinate CSU OFS/OSFM fire safety evaluations and approvals, whether directly between agencies or indirectly as authorized by CSU OFS/OSFM MOU.

- Collaborate with the CSU Fire Safety Board (FSB) and external expert consultants on fire safety and code compliance. The FSB will also conduct external peer review assessments of significant CSU capital projects.

- Ensure effective design development that adheres to codes and advocate for sound code compliance practices to campus project design teams and external plan review consultants.

- Participate in thorough code compliance design evaluations. Implement the fire safety plan review process at campus and/or CSU/OSFM locations as necessary to achieve effective and timely project approvals.

- Demonstrate, promote, and uphold high standards for excellent client service, resource efficiency, workplace safety, professional growth, personal accountability, and continuous improvement. Communicate and advocate for exemplary campus practices across the system.

- Recommend new policies or modifications to existing fire and life safety policies affecting the CSU and its campuses to ensure compliance. Continuously assess, suggest, and implement procedures that enhance awareness of fire, life, and panic safety requirements.

- Assist in the development and delivery of CSU fire safety code compliance training.

- Pursue ongoing education and training to maintain professional certifications and stay updated with changes to fire and building codes and related standards (e.g., NFPA, ICC, etc.).

Required Qualifications

This position necessitates:

- Educational qualifications: California Licensed Architect, Fire Protection Engineer, or a related bachelor's degree, or other relevant comparable experience in design/compliance/construction fields. Relevant training examples include certification as an ICC Fire Plans Examiner, Building Plans Examiner, Fire Inspector, or other local public agency fire authority plans examiner.

- Professional experience: A minimum of 3 years in the architectural, engineering, or construction industry across a diverse range of projects.

- Specific experience: At least 3 years of field and plan review experience in conducting plan evaluations, technical inspections, and/or supervision of general construction projects, including fire, life, and panic safety code compliance. This may coincide with the industry experience mentioned above.

- Comprehensive knowledge of fire protection planning and management, building design integration of fire, life, and panic safety systems, fire alarm and detection systems, their installation, inspection, and testing.

- Proficiency in California Building Code, California Fire Code, and code reference standards, including familiarity with NFPA requirements.

- Strong communication skills to effectively engage with diverse groups and senior campus management. Proven abilities in verbal and written communication, active listening, critical thinking, persuasion, advising, and counseling.

- Willingness and ability to travel independently to fulfill the responsibilities of the position. Frequent local and regional ground travel, statewide single-day air/ground travel, and occasional overnight travel are expected.

- Capability to apply sound professional judgment, initiative, and problem-solving skills to analyze complex code compliance issues and facilitate timely and responsive code-compliant outcomes.

- Strong verbal and written language skills, with the ability to convey technical policies and procedures in clear verbal, written, and visual formats.

- Ability to cultivate and maintain professional relationships, effectively interacting at a professional level. Must be responsive to client and professional concerns and feedback.

- Proficiency in using software such as Word, Excel, Outlook, Bluebeam, and their equivalents.

- Excellent organizational and time management skills, with the ability to prioritize and coordinate assignments amidst fluctuating and time-sensitive deadlines; proven capability to manage multiple projects simultaneously.

- Ability to quickly familiarize oneself with CSU's architectural engineering and construction management policies and procedures, as well as CSU's public works contract laws, rules, and regulations.

Preferred Qualifications

- Certification as a Fire Prevention Officer III or Fire Marshal or equivalent.

- Certification as an International Fire Code Inspector or equivalent.

- Completion of SFM training: Fire Inspector 1A-1D.

- Completion of SFM training: Plans Examiner 1A-1C, and Statutes and Regulations.
