Resource Management Analyst III

Join the Kentucky Personnel Cabinet as a Resource Management Analyst III and play a critical role in planning, organizing, and managing information resources to support the agency's mission.
Job Summary:The successful candidate will provide direction in planning, organizing, and managing information resources in support of the agency's mission. Acts as liaison between the business/programmatic functions of the agency and the information systems operations. Serves as departmental information resources manager. Creates and delivers training material and performs other duties as assigned.
Key Responsibilities:- Completes annual and quarterly reporting for multiple workforce programs within the Department of Workforce Development (DWD).
- Examines reports from Workforce Integrated Performance System (WIPS), Labor Exchange Agricultural Reporting System (LEARS), and Migrant Indicator of Compliance (MIC) for accuracy on an annual and quarterly basis.
- Analyzes federal reports for errors and work with IT staff and local area administrators to correct the errors before resubmitting the report to Department of Workforce Development (DWD) leadership.
- Modifies performance and reporting workflows as needed to respond to changes in agency goals, service objectives or organization.
- Coordinates upgrades, change requests, and other improvements for Kentucky Engagement Enterprise Suite (KEE Suite) and Enterprise Business Intelligence (EBI) by compiling user recommendations for IT staff, communicating improvements to IT, and verifying the completion of the improvements on the backend.
- Professionally works with IT staff as well as contract staff to compile reports using system data and other resources. This includes trouble shooting issues as they arise.
- Provides technical assistance to local areas by conducting research, providing guidance to local administrators, training users on Kentucky Engagement Enterprise Suite (KEE Suite) and Enterprise Business Intelligence (EBI), and assisting local administrators with running reports.
- Serves as a liaison between the business/programmatic functions of the agency and the information systems operations.
- Promotes use of statewide information resource management guidelines and technology standards.
- Advises agency management on the impact of federal or regulatory changes on Kentucky Engagement Enterprise Suite (KEE Suite) and Enterprise Business Intelligence (EBI) operations.
- Maintains knowledge of federal and state guidance for administering workforce development grants in Kentucky.
- Responds to management inquiries in a timely manner.
- Works with DWD staff to resolve issues and be able to recognize local area or contractor need for assistance.
- Collects and compiles data to assist with performance negotiations with the Department of Labor (DOL) and/or the local workforce areas.
- Designs and runs ad hoc reports using Enterprise Business Intelligence (EBI) and Structured Query Language (SQL) for agency leadership and local workforce areas.
- Makes formal presentations to agency leadership.
- Performs other duties as assigned.

Requirements:- Graduate of a college or university with a bachelor's degree.
- Four years of systems analysis, business administration, or public administration experience.
- Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.
- Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.
