Grants Program Administrator

The Grants Program Administrator, operating under the general oversight of the Development Services Administration Manager, engages in professional and technical activities related to the management of the Community Development Block Grant (CDBG) program, ensuring adherence to Federal, State, and City regulations, policies, and procedures.

Key Responsibilities:

  • Develops, implements, and revises essential components of the CDBG Program, which includes the Five-year Consolidated Plan, Annual Action Plan, and Citizen Participation Plan, while also contributing to the Affirmatively Furthering Fair Housing Plan.
  • Generates a variety of reports necessary for effective grant program administration, such as Quarterly Financial Reports, the CDBG Consolidated Annual Performance and Evaluation Report (CAPER), semi-annual Labor Standards reports, Minority and Women Owned Business reports, Section 3 reports, and the Annual Federal Financial Report (FFR).
  • Collaborates with sub-recipient organizations, processes invoices, and manages program data reports, along with executing drawdowns and HUD data reporting.
  • Conducts, prepares, and maintains comprehensive records of environmental reviews in compliance with the National Environmental Policy Act of 1969, which includes site assessments and appropriate public notifications.
  • Facilitates grant-related activities with various elected officials and appointed committees to enhance public engagement concerning community needs assessments and annual grant planning.
  • Coordinates with City departments to ensure compliance with local and federal financial regulations, procurement policies, labor standards, and other pertinent regulations and policies.
  • Participates in financial audits conducted by external auditors of the CDBG program and other City-funded programs, providing requested information promptly and ensuring all necessary files and documents are accessible.
  • Oversees the creation or revision of fiscal year grant contracts/agreements for subrecipients to ensure compliance with HUD and local requirements, maintaining well-organized records for sub-recipient and grant project files.
  • Utilizes the Integrated Disbursement and Information System (IDIS) Online to prepare, submit, and maintain the Consolidated Plan, Annual Action Plan, and CAPER, managing information related to funding and grant drawdowns for projects.
  • Monitors all contracts and grant agreements between the City and sub-recipients to guarantee compliance with the terms and conditions set forth in the City’s contract, adhering to applicable HUD rules and regulations, as well as other federal and state guidelines.
  • Conducts on-site monitoring of sub-recipients to ensure compliance, preparing assessments and recommendations for corrective actions while tracking progress.
  • Performs financial reviews of all reimbursement requests from sub-recipients to ensure compliance with all requirements, contract terms, and conditions, coordinating the preparation and processing of payments according to established policies.
  • Coordinates audits of all wage and hour reports from contractors engaged in construction work to ensure compliance with Davis Bacon Federal Labor Standards.
  • Facilitates opportunities for citizen participation and input in accordance with HUD requirements and the Citizen Participation Plan.
  • Stays informed on the latest developments related to the grant program by attending training sessions and professional association meetings.

Qualifications:

  • Bachelor’s degree in Community Planning, Public Administration, or a related field.
  • Two years of experience in grants administration, finance, or accounting.
  • Two years of experience working with HUD Block Grant Programs.
  • Extensive knowledge of Microsoft Office Suite and proficiency in Excel and database software.
  • Any equivalent combination of education and experience.
  • Must complete HUD Environmental Review training within 12 months of hire.
  • Must possess a valid driver’s license.
