Contract Specialist II

The Texas Health and Human Services Commission (HHSC) is seeking a highly skilled Contract Specialist II to join its Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. As a key member of the team, you will be responsible for performing complex contract management work, including contract enrollment, maintenance, and monitoring.
Key Responsibilities:
- Develop and evaluate a broad range of contracts, ensuring compliance with state and federal regulations.
- Provide orientation and technical assistance on program rules and policies to contractors, stakeholders, and internal HHSC staff.
- Conduct monitoring of contract performance, including service delivery and fiscal monitoring, to ensure compliance with contract requirements.
- Develop, negotiate, and process contracts and amendments for community care services programs.
- Participate in State Office of Administrative Hearings (SOAH) and develop corrective actions and/or sanctions as needed.
Requirements:
- Journey-level knowledge of contracting and procurement regulations, business administration, and accounting principles and practices.
- Knowledge of contract enrollment and maintenance procedures, regulations, and policies.
- Ability to evaluate contracts and recommend continuation or termination of contracts, or adverse actions.
- Ability to interpret policies, procedures, and regulations regarding contract enrollment.
- Strong communication and problem-solving skills, with the ability to work in a team environment.
Working Environment:
This position will be based in Austin, Texas, and will require regular attendance and participation in work groups and meetings. The ideal candidate will be highly organized, with excellent time management skills and the ability to prioritize multiple tasks and projects.
