Job Title: Senior Director of Procurement

Join the Detroit Public Schools Community District team as a Senior Director of Procurement, responsible for setting the organization's supply strategy, expanding the supply base, and negotiating best value goods and services to support the success of a dynamic Finance Team.

Key Responsibilities:
  • Lead the Procurement Team in planning, sourcing, RFQ, and PO placement processes for DPSCD.
  • Analyze, evaluate, and issue requests for proposals/quotes, as a result of customer requisition.
  • Request supplier quotation from suppliers and analyze the supplier quotation with RFQs issued and approve purchase orders.
  • Facilitate the competitive bidding process, prepare bids, post bids, facilitate the evaluation process, prepare approval packet, and send follow-ups to stakeholders for clarification.
  • Review incoming requisitions, arrange workflow, process requisitions, prepare approval packets, distribute work assignments to expedite handling of requisitions and procurement.
  • Process Purchase Orders and communicate with key persons, schools, and departments to ensure schools/department understand the procurement/RFP process.
  • Establish, review, and revise District contracting and purchasing policies and procedures.
  • Drive KPI improvements such as reducing time to contract relating to competitive solicitations.
  • Conduct and oversee the performance management processes of the Procurement team.
  • Ensure effective initiation and completion of procurement initiatives set forth by Procurement leadership.
  • Review incoming requisition report, arrange and lead workflow, process requisitions, assist in preparation of approval packages, and assist in the distribution of work assignments to expedite the handling of requisitions and procurement.
  • Direct preparation of and/or prepare reports as needed.
  • Ensure compliance with contracting statutes, laws, rules, regulations, policies, and procedures.
  • Establish best practices and training related to procurement methods, purchasing, customer service, and contract negotiations.
  • Establish goals and objectives annually related to department KPI; monitor attainment and modify objectives as priorities dictate.
  • Oversee and participate in contract modifications, negotiation of changes, and exercising of options, investigation, and resolution of contract delays.
Requirements:
  • Bachelor's Degree required, preference for master's degree, and procurement-related certifications.
  • Candidate must have management experience in Procurement or Finance and a minimum of five (5) years of finance experience.
  • Extensive experience working with ERP Procurement systems required, preference for experience with Oracle/PeopleSoft ERP.
  • Fluency in all Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and basic Web browser.
  • Knowledge and skill in data analysis and reporting, particularly in developing and driving Key Performance Metrics.
  • Demonstrated experience and track record of success in large, fast-paced, highly compliance-driven organizations.
