Position Overview

We are seeking a highly skilled individual with expertise in Agile Product Ownership, Business Analysis, and Scrum Master roles to contribute significantly to initiatives aimed at enhancing health outcomes.

As a vital member of the Agency of Digital Services (ADS) team, you will collaborate closely with public health professionals and fellow ADS staff to develop, procure, and maintain essential systems that support the mission of improving health services.

Your responsibilities will encompass a variety of in-house and vendor-supported systems that cater to critical business needs, including:

  • Management of public health laboratory operations
  • Maintenance of central registries for immunizations and vital records
  • Licensing of medical providers and other professionals
  • Systems designed for analytical support
  • Planning and reporting for initiatives addressing specific health issues

You will act as the primary liaison for multiple program areas, developing and maintaining in-depth knowledge of their IT system requirements. This expertise will be applied to project planning, ongoing system maintenance, product lifecycle management, and future solution planning.

A key aspect of this role is to establish a clear vision for the products that support your designated business area, ensuring this vision is integrated into all planning levels.

Your duties will include:

  • Gathering and validating product requirements through direct engagement and analysis
  • Collaborating with development teams to create and document design strategies
  • Producing and updating key deliverables that communicate this vision, such as Context, Workflow, and Entity Relationship diagrams, Product Roadmaps, and Product, Release, and Sprint backlogs

You will regularly lead development teams as both Product Owner and Scrum Master, managing the backlog for new products, features, and ongoing support. This includes ensuring that essential maintenance tasks such as security checks, version updates, and user audits are prioritized in the backlog. You will also facilitate planning sessions, product reviews, and team retrospectives.

When vendor solutions are deemed the best approach to meet program needs, you will oversee the development of RFPs and contracts, ensuring comprehensive functional requirements are gathered with input from various specialties.

Throughout the lifecycle of systems, you will be responsible for creating and maintaining detailed documentation, including data element specifications, use cases, report specifications, and business rules. You will also ensure that quality assurance testing is conducted based on this documentation during initial development and for future enhancements.

This position requires a commitment to both on-site and remote work, with flexibility available upon supervisor approval.

Minimum Qualifications

A Bachelor's degree in computer science along with three or more years of experience in computer or network support, programming, analysis, or database administration.

OR

An Associate's degree in computer science or relevant coursework including 15 computer science credits, accompanied by five or more years of experience in the aforementioned fields.

OR

Eight or more years of experience in computer or network support, programming, analysis, or database administration.

Preferred Qualifications

Desirable Skills/Experience:

  • 5+ years of experience in eliciting and documenting IT project requirements
  • 5+ years of experience in business process modeling for IT projects
  • 5+ years of experience in system design for IT projects
  • 5+ years of experience in planning and executing QA testing for software development
  • 5+ years of experience with Agile Software Development Lifecycle, including roles of Product Owner and Scrum Master/Coach
  • Experience with IT systems supporting public health programs or as a public health professional
