Position Overview

This role is responsible for providing strategic leadership and managerial oversight of program operations, setting standards, objectives, and timelines for Child Support personnel, including the Young Fathers/Non-Custodial Parent Employment Program (NPEP) team. Key responsibilities include developing and maintaining procedures and controls to assess the efficiency, effectiveness, and quality of services provided by the Child Support Programs. The incumbent must ensure the integrity of child support initiatives through compliance with internal control requirements, proper record maintenance, and thorough reporting, as well as participation in audits and reviews.

Key Responsibilities

Lead, coordinate, plan, and supervise all activities related to the Child Support and Young Fathers/Non-Custodial Parent Employment Program (NPEP). Oversee program execution, ensuring adherence to Federal, State, and local laws, regulations, policies, and procedures. Develop operational and program budgets, providing fiscal oversight for service and grant programs, and ensuring full budget utilization in line with established policies.

Supervision and Staff Development

Supervise all Child Support personnel and other direct reports, planning, coordinating, and evaluating their work. Facilitate staff development by planning training sessions and providing guidance on routine practices to enhance service delivery; actively seek and promote professional development opportunities.

Minimum Qualifications

Education: A Bachelor's degree from an accredited institution.

Experience: A minimum of eight years in administrative, professional, or technical roles, with at least three years in a supervisory capacity or responsible for program development.

Notes:

1. Candidates may substitute graduate-level education at an accredited institution at the rate of 30 credit hours for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical experience in managing a human services program or conducting studies and analyses of programs, procedures, practices, and organizations on a year-for-year basis for the required education.

3. Candidates may substitute military service experience at a rank of Corporal/Petty Officer or higher in Administrative Officer classifications or specialty codes in the General, Administrative, Clerical, and Office Services fields on a year-for-year basis for the required experience and education, with two years in an administrative supervisory or consultative role.

Desired Qualifications

Preference will be given to applicants who possess the following qualifications: Three years of experience in Child Support Programs. Two years of supervisory experience in Child Support. One year of experience with Child Support Management Systems (CSMS).
