Principal Financial Analyst for Program Management

Overview:
The Leonardo DRS Land Electronics division specializes in C4I Network computing and integrated situational awareness, alongside advanced embedded diagnostics, vehicle power management, and combat vehicle integration products and services.

Position Summary:
We are seeking a Principal Program Financial Analyst to spearhead the financial and program analysis management functions within our organization.

Key Responsibilities:
1. Provide strategic leadership for financial and program analysis management functions.
2. Ensure the integrity of analyses, sound business judgment, adherence to policies, and comprehensive cost assessments.
3. Facilitate agreement on established goals and objectives through effective negotiation and advocacy.
4. Cultivate and maintain robust business relationships with both internal and external stakeholders.
5. Assist in negotiations with government entities, industry prime contractors, and international clients.
6. Conduct complex analytical studies, monitor industry trends, and accurately interpret findings.
7. Support compliance and audit activities related to government regulations.
8. Understand and adhere to standards of conduct, including conflict of interest and fraud prevention.
9. Familiarize with various contract types and procurement processes, including FFP, CPIF, and Foreign Military Sales (FMS).
10. Demonstrate a strong understanding of generally accepted accounting principles and cost accounting standards (CAS) and IFRS.

Proposal Support:
1. Assist in proposal preparations, including bid/no-bid assessments, cost estimating, pricing strategies, and risk mitigation.
2. Understand the source selection evaluation process, including cost analysis and discussions.

Program and Financial Management:
1. Prepare Basis of Estimate (BOE) and manage budget preparation and reporting.
2. Conduct cost and variance analysis, Earned Value Management Systems (EVMS), and cash management.
3. Engage in risk management and return on investment (ROI) assessments.
4. Prepare for audits and program reviews, ensuring compliance with contractual obligations.

Organizational Support:
1. Advocate for the mission, values, and culture of the organization.
2. Optimize IT utilization through electronic commerce and ERP/Oracle systems.
3. Provide support for claims and litigation involving relevant government bodies.

Qualifications:
A Bachelor's degree in business, finance, accounting, or a related field is required, along with a minimum of seven years of progressive experience in a government-manufacturing context. Advanced degrees (MA, MS) and professional certifications are highly desirable. Candidates should possess in-depth knowledge of FAR, DFAR, CAS, and SOX, along with contract compliance expertise. Strong leadership skills and the ability to mentor junior staff are essential, as well as a solid understanding of financial analysis principles.
