Job Description

Under the direction of the Healthy Homes Program Director, the Public Health Administrator III will oversee the development and implementation of public health programs, including the childhood Asthma in Healthy Homes program and food access programs. The successful candidate will have a strong background in public health administration, program management, and project development.

Key Responsibilities:
  • Develop and implement program plans, objectives, standards, and procedures for use by staff or delegate agencies in providing programs and services to clients
  • Supervise professional staff and oversee delegate agencies in the administration of programs and the delivery of services to clients
  • Develop requests for proposals (RFPs) and assist in selecting service providers and negotiating scope of services for contracts
  • Conduct site visits to review agencies' program and fiscal documentation and provide technical assistance to delegate agencies found to be in non-compliance
  • Establish linkages and partnerships with health and social services agencies to facilitate resource sharing
  • Oversee the maintenance of program records and the preparation of narrative and statistical reports on program activities
  • Implement procedural changes to modify and improve the quality and scope of programs and services
  • Train or direct the training of staff and/or delegate agencies on program administration procedures
  • Prepare program budgets, monitor and approve expenditures, and authorize payments to agencies for services provided
  • Write grant proposals to obtain program funding
Requirements:
  • Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, or a field of study directly related to the responsibilities of the position
  • Three (3) years of progressively responsible experience in the administration of public health programs
  • Preferred qualifications include three years of experience working in public health programs, three to five years of experience in project management, one to two years in program management or program oversight, and two years of experience overseeing chronic disease programs in adults or children
