SC&A is looking for a skilled Crisis Management Analyst/Strategist to assist in Federal mission and program initiatives concerning homeland security, emergency response, and resilience strategies, particularly in relation to Chemical, Biological, Radiological, and Nuclear (CBRN) programs. The role involves providing support to government emergency management and similar client programs across Federal, state, and local levels. Responsibilities will encompass management, technical, and analytical assistance to various existing clients, including, but not limited to, the assessment of plans, policies, procedures, training, and exercises; collaborating with relevant intra- and inter-agency stakeholders to promote public education and training on appropriate safety measures in response to incidents, among other tasks; and related services. Candidates must demonstrate integrity and professionalism, as the position requires working at both client and contractor sites with minimal supervision. Flexibility to work unconventional hours in response to emergencies and other client needs is essential.

This is an on-site position. The work environment will primarily be at SC&A facilities or on-site at partner and client locations within the National Capital Region (NCR). Some travel may be necessary.

Key Responsibilities
The selected candidate will deliver analytical and related capabilities concerning Chemical, Biological, Radiological, and Nuclear (CBRN) hazards in areas such as public/responder education/information; response management; assessment of response and recovery capabilities; policy and doctrine development; capability-based assessments; and implementation plans to support CBRN response and recovery efforts. This includes, but is not limited to, assisting with program management and technical support for various Federal clients; evaluating plans, policies, procedures, training, and exercises to enhance the capabilities of responders and leadership; coordinating with relevant stakeholders to establish public education initiatives regarding safety actions in response to CBRN incidents; and developing post-incident risk communication strategies for the public and first responders. The candidate will also support regular stakeholder workshops, meetings, and seminars/conferences related to client program activities and assist in training and exercise-related tasks.

  • Preferred certifications include:
    • Certified Emergency Manager (CEM)
    • Project Management Professional (PMP)
    • Certified Business Continuity Professional (CBCP)
    • Homeland Security Exercise and Evaluation Program (HSEEP)
Requirements
  • Must be a US Citizen
  • Residence in the National Capital Region is required
  • A college degree, preferably in a scientific and/or emergency management discipline
  • A minimum of five (5) years of experience in homeland security, continuity of operations, and exercise planning
  • Possession of at least a Secret Clearance
  • Experience related to CBRN science, policy, planning, and/or response is essential
  • Ability to manage confidential information
