Job Summary:
We are seeking a highly qualified Contract Specialist to join our team at the Texas Health and Human Services Commission. The successful candidate will be responsible for managing contracts for rural hospital grants, ensuring compliance with state and federal laws and regulations. The ideal candidate will have excellent problem-solving skills, critical thinking, and the ability to work effectively as part of a team.

Key Responsibilities:
  • Develop and manage contracts for rural hospital grants, ensuring compliance with state and federal laws and regulations.
  • Monitor contract performance, examining billings, fiscal data, and eligibility determinations for compliance with contract terms and policies.
  • Provide guidance and technical assistance to internal and external customers regarding contract administration, policies, and procedures.
  • Identify training needs and determine how training should be conducted.
  • Assist with coordinating the risk assessment process for contract monitoring and planning.
  • Participate in coordinated on-site reviews to encompass both financial and programmatic compliance.

Requirements:
  • Knowledge of state and federal laws and regulations governing state purchasing.
  • Knowledge of purchasing and procurement methods and procedures.
  • Knowledge of state of Texas procurement principles and practices.
  • Ability to logically assemble and evaluate information.
  • Ability to work effectively as part of a team and to establish and maintain effective working relationships.
  • Ability to use electronic systems such as CAPPS, SCOR, and BHSMS to manage programmatic and contract-related information in accordance with HHS requirements.

Preferred Qualifications:
  • Certified Texas Contract Developer (CTCD) certification.
  • Basic SharePoint and MS Project Skills.

Working Conditions:
  • Works in a standard office environment with occasional travel to rural hospitals.
