GENERAL DESCRIPTION

Under the supervision of the Facility Director, this role is integral to the daily management and operations of a fish hatchery Visitor Center. The incumbent will be responsible for public engagement, educational initiatives, outreach programs, marketing strategies, social media management, and overall operations of the Visitor Center. This includes supporting the facility's volunteer program and developing strategies to attract and retain a dedicated volunteer workforce for the community and visitors.

The responsibilities encompass setting objectives, creating guidelines and procedures, establishing schedules and priorities, coordinating and assessing program activities, and preparing budget proposals. The position also involves crafting and overseeing policies for volunteer engagement, as well as planning, organizing, promoting, and evaluating special events in collaboration with the Agency Volunteer Program Manager and the Agency Volunteer Management Committee.

This role requires providing exceptional customer service, managing the issuance of licenses, and assisting with various special projects. Additional duties may be assigned as necessary, and compliance with all Agency, Division, and branch regulations is expected.

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited college or university with coursework in relevant fields such as Public Management, Marine Biology, Ecology, Fisheries, Business Administration, Park Recreation, Public Affairs, Education, or a related discipline.

Experience:

  • Program Specialist I: No prior experience required;
  • Program Specialist II: Two years of relevant experience in environmental education outreach and volunteer supervision related to visitor center programs;
  • Program Specialist III: Four years of relevant experience in environmental education outreach and volunteer management of visitor center programs.

Licensure: Must possess or be able to obtain a valid Texas Class C driver's license within thirty days of employment. Retention of the position is contingent upon obtaining and maintaining the required license.

PREFERRED QUALIFICATIONS:

Experience: Management experience in visitor centers or volunteer programs; experience in organizing activities or special events with a focus on youth outreach.

KNOWLEDGE, SKILLS, AND ABILITIES:

Program Specialist I:

  • Understanding of the natural marine resources of the Gulf of Mexico;
  • Familiarity with marine aquariums and fish hatchery practices;
  • Knowledge of learning techniques for adults and children;
  • Awareness of saltwater fisheries conservation issues;
  • Principles of volunteer management;
  • Gift shop administration and operations.

Program Specialist II:

  • All knowledge required for Program Specialist I, plus:
  • Comprehensive understanding of visitor center administration and operations;
  • Event planning, volunteer management, and administrative procedures;
  • Recruitment, Retention, and Reactivation (3-R) outreach techniques.

Program Specialist III:

  • All knowledge required for Program Specialist II, plus:
  • Fundraising, budgeting, and complex purchasing protocols.

WORKING CONDITIONS:

Work may require holiday shifts, alternate weekends, and hours outside of standard business hours. Overtime may be necessary, and flexibility to adjust to changing schedules is required. The role may involve outdoor work in varying weather conditions and requires travel of up to 5% with potential overnight stays. Adherence to dress and grooming standards, work rules, and safety procedures is mandatory. A non-smoking environment is maintained in state buildings and vehicles.
