POSITION SUMMARY
The primary objective of this role is to strategize, organize, and oversee intricate recreational, visual arts, performing arts, or athletic initiatives within the Recreation, Parks, Historic and Cultural Affairs Department. The assigned programs are substantial in scale, scope, and intricacy, necessitating the management of subordinate supervisors and extensive coordination of operations, facilities, and resources.
KEY RESPONSIBILITIES
- Designs, organizes, and supervises comprehensive recreational, visual or performing arts, special events, or athletic programs; assesses community needs and interests; investigates trends; anticipates program participation; formulates program plans and timelines; coordinates and allocates resources such as equipment and facilities based on program requirements; and schedules events with vendors, sponsors, instructors, volunteers, and other service providers.
- Ensures the effective execution of planned programs and activities; adheres to safety protocols and operational policies; evaluates program effectiveness; and suggests or implements enhancements to improve offerings.
- Manages, mentors, and evaluates the performance of subordinate staff and volunteers, which may include seasonal employees and instructors; addresses employee concerns, directs work, and conducts performance evaluations.
- Acts as a coach, mentor, and instructor to program participants; may accompany teams or groups on special occasions.
- Promotes programs and events; develops and disseminates schedules and calendars detailing programs, events, locations, and staff assignments; prepares promotional materials such as brochures and press releases; and maintains mailing lists.
- Handles program administration; collects fees; manages service contracts; oversees program budgets; monitors spending; processes invoices from vendors; and records and deposits revenues.
- Identifies necessary equipment and supplies; procures new items as needed.
- May coordinate fundraising efforts, identify potential donors, and organize initiatives to secure funding.
- Maintains program files, records, and databases; prepares budgeting records and operational reports; compiles statistical data; and submits reports to management as required.
- Builds and maintains effective relationships with department staff, community groups, sponsors, and other stakeholders; provides customer service and assistance to patrons and the public; resolves sensitive issues; and communicates information regarding programs and services.
- Oversees the management of community and recreation centers; ensures proper maintenance and safety of facilities and equipment.
- Performs general clerical tasks in support of assigned duties, including document preparation, answering inquiries, and maintaining records.
- Completes other related tasks as necessary.
QUALIFICATIONS
Education and Experience:
A Bachelor's degree in Recreation Administration or a closely related field is required, along with three years of experience in planning and implementing recreation programs; or an equivalent combination of education, training, and experience that provides the necessary knowledge and skills for this position.
Licenses or Certifications:
- May require Red Cross certifications for CPR and Standard First Aid.
- Must possess a valid driver's license with a satisfactory driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
- Understanding of principles and practices related to recreation program development and supervision.
- Familiarity with administrative policies and procedures.
- Competence in budgeting, program administration, and public relations.
- Proficiency in using office and recreational equipment.
- Ability to plan, coordinate, and manage recreation programs effectively.
- Strong analytical skills for data assessment and prioritization.
- Effective communication and interpersonal skills.
- Capability to operate various equipment and tools required for job functions.
- Ability to perform basic mathematical calculations and interpret data.
- Judgment and creativity in evaluating information and making decisions.
PHYSICAL DEMANDS
This position requires moderate physical effort, including walking or standing for extended periods. It may involve lifting and carrying objects of moderate weight and requires visual acuity and the ability to communicate effectively.

Work is typically performed in environments with exposure to various conditions, including noise and potential hazards associated with public interaction.
