Job Title: Stormwater MS4 Permit Specialist

Job Summary:

The City of Roswell, Georgia is seeking a highly skilled Stormwater MS4 Permit Specialist to join our team. As a key member of our Environmental/Public Works department, you will be responsible for supervising, inspecting, managing, coordinating implementation, overseeing compliance, and assisting in retaining the City's NPDES Phase I MS4 permit.

Key Responsibilities:

  • Coordinate compliance activities for the Phase I Municipal Separate Storm Sewer System (MS4) Program, maintaining comprehensive knowledge of state and federal programs and regulations related to watershed management, stormwater, and water quality.
  • Assist and coordinate efforts to establish and maintain best management practices for permit compliance and retention.
  • Perform annual training for all departments.
  • Assist and coordinate with Metropolitan North Georgia Water Planning District (MNGWPD), attending and participating in meetings.
  • Establish and administer Stormwater Management Plan (SWMP).
  • Plan and hold quarterly meetings with other North Fulton MS4s, preparing agendas, issuing meeting invites, and distributing meeting minutes.
  • Track and respond to Stormwater-related customer complaints and concerns.
  • Maintain a comprehensive, current knowledge of applicable policies, procedures, codes, and regulations related to stormwater management.
  • Maintain records and coordinate enforcement of stormwater maintenance agreements.
  • Operate a digital camera, personal computer, and other general office equipment as necessary to complete essential functions.

Requirements:

  • Requires a Technical College Diploma/Associates Degree (Bachelor's preferred) in Environmental Science, Chemistry, or Biology or related field.
  • Three (3) years of experience with implementation of Georgia's Municipal Separate Storm Sewer System (MS4) permit program.
  • Possess and maintain Level 1B Certified Inspector Certification or be able to obtain certification within 6 months of employment.
  • Level II certification as a Plan Reviewer from Georgia Soil and Water Conservation Commission is preferred.
  • Possess and maintain a valid Georgia driver's license with a satisfactory motor vehicle record (MVR).

Working Environment:

The work is light work, requiring the ability to exert very moderate effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-25 pounds).
