Position Overview

This role involves delivering both onsite and remote leadership services to the Department of Energy's Loan Programs Office's Division of Portfolio Management.

Key Responsibilities

  • Generate detailed monitoring reports on the performance of portfolio loans for approved projects, ensuring compliance with federal and project finance authorities.
  • Identify and analyze contemporary and future issues affecting operations, while monitoring the portfolio and individual projects for signs of credit deterioration.
  • Implement a comprehensive portfolio risk management strategy to identify, manage, and mitigate risks, while addressing post-issue requests from borrowers and lenders.
  • Establish workflows and schedules for Asset Monitoring and Supervision to meet project goals and office missions, including developing specific Credit Monitoring Plans.
  • Stay informed on energy sector developments that may impact borrowers, including price fluctuations, regulatory changes, and industry shifts.
  • Deliver analyses through various formats, including formal reports and presentations.
  • Act as a negotiator for project transactions, particularly during debt restructuring processes.
  • Serve as a credit and financial analyst within the Portfolio Management Division.
  • Represent the office at interagency meetings and discussions as required.
  • Collaborate with various industry sources to gather information supporting office activities.
  • Conduct in-depth analyses for structuring and maintaining Credit Monitoring Plans.
  • Review project financial statements, progress reports, and compliance certificates.
  • Manage post-closure requests from borrowers and lenders regarding loan modifications.
  • Assist in preparing comprehensive position papers and briefing materials for senior management.
  • Examine project and legal documents, including financing agreements and engineering reports.
  • Negotiate terms with borrowers or creditors in cases of default.
  • Prepare Transfer Memos for the Special Assets Group when necessary.
  • Lead project teams to ensure compliance with procedures and objectives.
  • Prepare regular credit reports for projects in accordance with Portfolio Management Division guidelines.
  • Ensure accurate and timely data entry for assigned projects in the Quicksilver Monitoring system.
Qualifications
  • US Citizenship is required for obtaining client-issued Public Trust.
  • A minimum of 10 years of relevant professional experience.
  • Strong presentation skills and the ability to create financial models for diverse audiences.
  • Expertise in analytical methods for project and corporate risk assessment.
  • Ability to ensure compliance monitoring and reporting in line with Credit Agreements.
  • Knowledge of financial, market, credit, and technical risks in energy technologies.
  • Familiarity with various corporate finance structures to make informed decisions.
  • Understanding of policies and practices for effective loan transaction control.
  • Proficient in researching finance structures for sound decision-making.
  • Capability to evaluate the feasibility of high-value loans for large-scale projects.
  • Strong financial analysis skills and decision-making capabilities.
  • Knowledge of borrower and lender requirements for loan terms.
  • Excellent written and verbal communication skills.
  • Meticulous attention to detail and strong business writing skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Education: Bachelor's Degree or Master's (preferred)
