Key Responsibilities :

  • Act as the principal Subject Matter Expert (SME) facilitating communication between program offices and the Office of the Chief Information Officer (OCIO) regarding IT resource requirements, challenges, and strategic plans.
  • Assess and scrutinize mission-critical programs to evaluate the effectiveness of IT investments, providing actionable insights for senior leadership's decision-making related to the Agency's IT budget lifecycle.
  • Review and analyze IT portfolio investment data, budget projections, and risk management strategies to advise senior management and program offices on the effective management of IT resources in accordance with the Office of Management and Budget (OMB) IT Collect schema guidance and Technology Business Management (TBM) Taxonomy Version 4.0.
  • Oversee the collection, review, validation, and execution of a multi-billion dollar IT portfolio submission to OMB, ensuring alignment with the agency's annual budget request and compliance with OMB and General Accounting Office requirements.
  • Manage risks associated with Major IT investments and project performance metrics to identify deviations from planned schedules, budgets, and performance metrics; communicate necessary change requests and justifications to IT Portfolio Managers to ensure alignment with project objectives and agency goals.
  • Serve as the lead reviewer of IT investment portfolio data, including budget forecasts, risk management, and project performance during the Agency's monthly CIO Risk Rating Scoring analysis.
  • Provide thorough responses to the Office of the OCIO senior management in relation to General Accounting Office audits concerning the Agency's IT portfolio.
  • Collaborate with contractors, supervisors, senior management, and top-level officials to offer recommendations for correcting designation issues on IT investment data when establishing new IT investments.
  • Lead the quarterly collection, consolidation, and analysis of planned, obligated, and actual costs from all Departmental Elements managing High Performance Computers (HPCs).
  • Oversee the creation of ad hoc presentations and analyses, including presentations for CIO site visits and cyber spending cross-cut analysis reports.
  • Evaluate IT investment data (descriptive, budget estimates, risk management, performance, operational metrics, contract, and continuous diagnostic systems) entered into the Agency's Folio web-based application to ensure compliance with submission objectives and requirements.
  • Generate individual Program Office/Departmental Element IT Portfolio analysis workbooks, identifying discrepancies and issues to provide recommendations for alternatives and resolutions to IT Portfolio Managers.
  • In addition to leading the IT Portfolio Investment and Reporting workstream, provide oversight to other project workstreams related to TBM and Cloud FinOps, ensuring integration across workstreams.
  • Execute Project Management duties for mid-sized projects, including schedule management, risk management, financial reporting, and mentoring junior staff.

Qualifications :

  • US Citizenship and the ability to obtain and maintain a Federal Public Trust.
  • Bachelor's degree.
  • Minimum of 6 years of relevant professional experience post-graduation, excluding internships, co-ops, research work, and fellowships.
  • Proven experience in Department-level IT Portfolio Management.
  • Background in IT Investment and Project Performance Evaluation.
  • Familiarity with Folio Software.
  • Experience with Capital Planning and Investment Control Federal Reporting.
  • Knowledge of Technology Business Management and Cloud Financial Operations.
  • Experience leading a small team, including responsibilities such as mentoring junior employees, reporting project financials, maintaining project schedules, and managing project risks.
  • Willingness to travel as necessary.
  • Ability to work onsite in a Guidehouse Office or Client Office location.

Preferred Qualifications :

  • Preference for candidates residing within a reasonable commuting distance of Guidehouse Office or Client Office location.
  • Relevant certifications such as Technology Business Management, Cloud FinOps, or Certified Cloud Practitioner.
  • Intermediate knowledge of PowerBI for data visualization.
