GENERAL OVERVIEW

Engages in advanced-level responsibilities overseeing correctional personnel who deliver direct support to adolescents in a residential correctional environment. This role encompasses managing the daily functions of a juvenile facility, promoting youth rehabilitation, supervising juveniles, and guiding their personal growth in alignment with tailored treatment strategies. Responsibilities may include planning, delegating, and supervising the work of other staff members.

Provides oversight and direct assistance for youth in a residential setting, supervises fellow Juvenile Correctional Officers during shifts, and ensures the safety and security of both youth and staff. Supports, mentors, and trains other JCOs to foster effective methods and positive interactions with youth. Aims to assist youth in recognizing and managing their responses to stress and trauma, encouraging socially appropriate behaviors. Implements suitable intervention strategies to address behavioral challenges, striving to facilitate learning and behavioral correction. Maintains a consistent focus on creating safe environments and employs security protocols when youth, staff, or others are at risk. Engages with youth in a manner that balances structured guidance with an understanding of adolescent brain development, particularly in those with complex trauma histories. Establishes healthy relationships and boundaries with youth, consistently acknowledging their progress and positive choices. Addresses youth grievances in a constructive manner.

Operates under limited supervision, exercising significant initiative and independent judgment. Works assigned shifts, with the possibility of exceeding 40 hours per week, being on-call, and occasional travel.

TRAINING REQUIREMENTS: Newly hired or rehired JCOs who have been away for more than 18 months must complete a pre-service training academy and full-time on-the-job training. Those returning within 18 months will not need to attend the academy and will be placed in full-time status upon re-employment.

KEY RESPONSIBILITIES

Participates in competency-based training focused on the techniques necessary to coach youth under the Texas Model of trauma-informed corrections, while also coaching and modeling these techniques to other JCOs and staff.

Acts as a mentor and role model for other JCOs, particularly supporting newly hired staff during their initial year.

Ensures youth accountability in a manner that corresponds to their behavior, aiming to teach socially acceptable responses.

Utilizes sound judgment to assess safety risks and determine when higher intervention levels are necessary.

Assists youth in recognizing their reactions to stress, fear, and other triggers, working collaboratively to enhance emotional self-regulation skills.

Models appropriate self-regulation techniques and maintains composure during stressful situations.

Guides JCOs in identifying and applying their own self-regulation skills to effectively co-regulate youth.

Develops a foundational understanding of each youth's treatment plan and supports them in acquiring the skills needed to achieve their goals.

Facilitates conflict resolution among youth and staff as appropriate.

Contributes to the Youth Service Team, providing insights into each youth's treatment plan, and collaborates effectively with team members to ensure reliable support for one another and the facility.

Establishes a predictable schedule for youth, ensuring transparency and providing advance notice for all transitions, while exercising independent judgment when schedule adjustments are necessary.

Implements and oversees youth activities, programs, and behaviors on both individual and group levels to ensure healthy engagement and serve as a positive role model.

Maintains communication with staff regarding significant behavioral and treatment-related developments concerning youth.

Provides support to potentially aggressive youth in a correctional environment, addressing a range of temperaments and specialized needs.

May need to physically restrain youth when necessary and participate in debriefing sessions to evaluate relationships and explore alternative strategies to prevent future incidents.

Ensures security within the facility, intervening during emergencies or altercations to safeguard all individuals.

Conducts searches for contraband and health/safety hazards, and performs necessary searches of youth as required.

Supervises youth throughout their daily activities, including during meals, educational sessions, and other engagements; manages transitions between activities, conducts headcounts, and ensures participation in required tasks.

Maintains confidentiality and adheres to all policies, regulations, and laws regarding youth records.

Completes and maintains necessary documentation accurately and promptly.

Monitors outcomes related to racial, ethnic, and gender disparities, taking appropriate actions to address any identified issues.

Performs additional duties as assigned, contributing to the overall functioning of the facility.

MINIMUM REQUIREMENTS

Must be at least 23 years old and possess a high school diploma or equivalent. A minimum of two years of full-time experience supervising or providing rehabilitation services to youth or adults in a treatment or correctional setting is required.

PREFERRED QUALIFICATIONS:

• College degree or relevant coursework.

• Experience and education substitutions may apply.

Note: All required qualifications must be obtained from an accredited institution.

Applicants with certain criminal backgrounds will not be considered.

Pre-employment conditions include acceptable results from mandatory drug testing, background checks, and fitness assessments.
