Overview:

The role of a Project Manager II involves overseeing and orchestrating various MARS projects across multiple scales. This encompasses construction initiatives aimed at enhancing, expanding, and significantly modifying MARS infrastructure, alongside comprehensive management of permits and approvals throughout the project lifecycle. The individual will be accountable for the overall management of projects, focusing on cost efficiency, scheduling, and performance metrics. Adherence to relevant licenses, regulations, and directives is essential in executing assigned projects. A robust background in construction and operations management is crucial for success in this position. The Project Manager II will collaborate closely with clients, support contractors, and MARS technical and management teams in a cooperative environment to ensure timely delivery of projects that meet budgetary and quality standards.

Key Responsibilities:
  1. Direct project stakeholders, engineers, and technical personnel on significant projects, providing essential management and support to ensure technical, financial, and scheduling objectives are met.
  2. Engage directly with clients, support contractors, and MARS management/technical teams to guarantee all projects fulfill mission requirements.
  3. Implement and enforce all plans, specifications, safety protocols, and environmental procedures throughout the project duration to ensure compliance and satisfaction among all MARS clients.
  4. Create project timelines, monitor progress against these schedules, establish project budgets, track expenditures, ensure quality and performance standards are achieved, and report findings to the designated Supervisor.
  5. Oversee and coordinate the acquisition of all necessary permits and approvals for assigned projects, ensuring compliance with all applicable laws and regulations.
  6. Conduct regular site inspections and evaluations of project activities to verify adherence to design and operational standards, identifying any deficiencies. Document findings in formal reports for the Assigned Supervisor.
  7. Ensure the successful completion of assigned projects within the designated budget and timeline, in accordance with MARS safety, quality assurance, cleanliness, and certification standards.
  8. Mentor Project Management I staff to foster team cohesion and professional development.
  9. Perform additional duties as required.
Employment Requirements:

Education:

Degree: Bachelor's degree preferred

Field of Study: Project Management or a related discipline

Equivalent combinations of training and experience may be considered in lieu of a degree.

Experience:

Bachelor's Degree with a minimum of 3 years of relevant experience.

An Associate's degree or related industry certifications such as PMP, along with 5 years of experience, may substitute for the Bachelor's Degree requirement.

8 years of experience may also substitute for the educational requirements.

Certifications: Project Management Professional (PMP) certification is highly desirable.

Licenses: A valid driver's license is required for vehicle operation during agency business.

Knowledge:

In-depth understanding of project management processes and regulations.

Skills:
  • Strong verbal and written communication abilities
  • Exceptional organizational skills and attention to detail
  • Proficient in Microsoft Office and related software
  • Experience with SharePoint is preferred
Abilities:
  • Effective time management with a proven track record of meeting deadlines
  • Exhibits professionalism when handling confidential information
Physical Requirements:

The role involves light physical activity, including lifting computer equipment, and typical office tasks. Site inspections may require walking, kneeling, or crouching.

Work Environment: Work is conducted in a standard office setting, with outdoor site inspections on construction sites.

Eligibility: Must be able to obtain and maintain eligibility for a NASA credential.

Background Check: Must successfully pass a pre-employment background check and drug screening.

Salary: Up to $95,000
