Position Title: Construction Management Representative

Location: Cape Lookout Located on Barrier Island

Period of Performance: 375 calendar days

Salary Range: $90,000 to $110,000 annually based on experience

Project Overview:
This Campground initiative encompasses the construction of various facilities, including:
  • Eight 8-bed cabins and eight 4-bed cabins
  • A central shower house and pavilion featuring outdoor rinse stations
  • A well, pump house, wind generator, and solar battery house
  • A visitor information and administrative office
  • An NPS operations area
  • A camp road inclusive of a dump station
  • A treatment facility
This role is contingent upon award.

Key Responsibilities:
  • Provide technical guidance and support to the Contracting Officer during construction.
  • Interpret and comprehend construction contract plans and specifications.
  • Organize, attend, and facilitate various meetings, including weekly site meetings.
  • Document issues and challenges encountered with the construction contractor.
  • Review the contractor's baseline and progress schedules.
  • Draft project-related correspondence for review and issuance.
  • Conduct inspections during and after construction, including mock-up inspections.
  • Assess the construction contractor's work for progress, quality, and compliance with contract documents and safety standards.
  • Deliver reports, evaluations, and design work to the Contracting Officer.
  • Review and process Construction Contractor's RFIs, assisting in resolution and follow-up.
  • Evaluate payment requests and analyze Time Impact Analyses.
Required Qualifications:
  • Education leading to a Construction Management Degree or equivalent preferred.
  • 5+ years of experience in Construction Management.
  • OSHA 30-hour construction safety training is mandatory.
  • Knowledge of construction practices, building codes, and safety regulations.
  • Experience in cost estimating, including labor, materials, and equipment costs for proposed modifications.
  • Ability to read and interpret plans, schedules, and specifications.
  • Strong written and verbal communication, problem-solving, and conflict resolution skills.
  • Proficiency in software such as MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, and MS Project.
  • Must maintain a valid driver's license.
  • Qualified applicants must pass a background check.
  • Ability to communicate effectively with a diverse range of individuals.
  • Capacity to multi-task and prioritize in a dynamic work environment.
  • Ability to walk and climb stairs or ladders daily for inspections.
