Job Purpose

This role is designed to assist in the CDC's mission to collect and analyze data from longitudinal studies involving pregnant individuals and infant surveillance systems, as well as support initiatives related to neonatal abstinence syndrome. The focus is on utilizing existing state bio-surveillance tools to enhance voluntary, de-identified prenatal and newborn health data collection. This includes opioid-related data before and during pregnancy to mitigate risks associated with neonatal abstinence syndrome and improve care delivery.

Key Responsibilities

The SharePoint and Power Platform Developer will provide technical guidance throughout the development lifecycle, creating, customizing, and implementing SharePoint business applications at the Center level, with scalability to other agency organizations to support data modernization efforts. The applications will serve various functions including Budget, Communications, Contracts, Grants, Facilities, Human Resources, Policy, Procurement, Science, and Travel. The development and hosting will occur within the Enterprise SharePoint and Power Platform environments, integrating with other CDC enterprise systems where applicable.
  • Task 1: Deliver technical expertise with a deep understanding of processes, software products, and technologies. Plan and develop custom SharePoint sites and Power Apps. Provide integration expertise for SharePoint systems with other agency platforms. Recommend IT strategies, policies, and procedures based on evaluating outcomes, identifying issues, and anticipating needs.
  • Task 2: Lead and facilitate requirements gathering sessions, utilizing expertise to define and document requirements, ensuring validation with stakeholders in relation to current and future environments. Propose technical solutions to meet business needs and generate design specifications for software development, translating business requirements into detailed coding algorithms.
  • Task 3: Conduct system design, analysis, and engineering tasks daily, focusing on the design and implementation of major enterprise system development and integration.
  • Task 4: Design, create, and maintain internal and external-facing SharePoint sites and Power Apps, utilizing both custom coding and out-of-the-box document management, workflow, and collaboration features.
  • Task 5: Act as the site/sub-site administrator for Division and Center-level Power Platform and SharePoint sites.
  • Task 6: Provide technical consultation and guidance to clients by analyzing and resolving issues, evaluating alternative solutions to meet user requirements.
  • Minimum Qualifications: Extensive programming experience is essential for developing systems using SharePoint, SPFx, REST/API, Azure, MS Graph, JavaScript, CSS, HTML, Power Fx, SQL, DAX, Power Apps, Power Automate, Power BI, Nintex Forms and Workflows, and Visual Studio.
  • Engage in machine learning and natural language processing discussions with Epidemiologists and other teams.
  • Co-lead the design and implementation of NorthStar Architecture for the Data Modernization Initiative, facilitating a comprehensive data structure for reporting and analytics.
  • Utilize SAS, R, and SQL for data transformation and analysis, converting code between languages and conducting code review sessions with product owners and developers.
  • Mentor staff in data design, modeling, and best practices in data lifecycle management.
  • Create new Power BI reports and dashboards to enhance analysis capabilities.
  • Employ Kimball-based data modeling techniques and medallion architecture for maintaining tables and objects for data management, resolving relational database issues as a subject matter expert.
  • Recommend and implement database modifications to meet scientific analytic needs and maintain a data dictionary for all data files used in quarterly reports.
  • Develop and refine standard operating procedures for data management.
  • Identify end-user training needs related to data quality.
  • Create technical training materials to address identified training needs, test software for functionality, troubleshoot issues, and resolve technical challenges.
